The Urban Design Guidelines portion of this Plan were developed for the <br />purpose of improving the architectural character of the downtown. These <br />guidelines build on the character of the existing buildings within the downtown, <br />especially those which have historical importance. Any change in pattern, scale <br />or character of the general area would be a modest shift back to the historical <br />look of the downtown. <br />6. The Downtown Plan and Urban Design Guidelines are designed to make the <br />downtown more attractive. The Plan is comprised of three parts: a marketing <br />strategy to bring better uses to the downtown; an urban design strategy to guide <br />any future changes in the urban fabric of the downtown; and design guidelines <br />to direct the look of infill buildings or major renovations to existing buildings. <br />This Plan addresses changes within the existing downtown; the greatest change <br />that could come about as a result of the Plan is the re-establishment of the <br />historical street grid in the downtown. <br />Page 2. <br />7. (13). San Leandro has many on-going planning studies. The Downtown Plan <br />committee considered studies that were done for areas adjacent to the <br />Downtown in an attempt to avoid any duplication of efforts. The studies <br />considered were the East 14th Street traffic study (1998-99), which analyzed the <br />possibility of reducing the number of travel lanes along this State Highway, and <br />the BART Area study (1999), which is evaluating the possible uses of under- <br />utilized sites adjacent to the San Leandro BART station. The Downtown Plan <br />does not build on these plans, but gives recommendations for improving the <br />appearance of the Downtown. <br /> <br />
