r IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO AND THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO RESOLUTION N0.2001- 22 (2888) and RESOLUTION N0.2001 -4 (sLxA) JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO AND THE SAN LEANDRO REDEVELOPMENT AGENCY ADOPTING THE MACARTHUR BOULEVARD STREETSCAPE MASTER PLAN AND ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL IlVIPACT WHEREAS, the MacArthur Boulevard Streetscape Master Plan ("MacArthur Plan") has been presented to the City Council of the City of San Leandro ("City Council") and the Redevelopment Agency of the City San Leandro ("Redevelopment Agency"); and WHEREAS, the Planning Commission, having reviewed the Negative Declaration of environmental impact prepared in connection with the MacArthur Plan, has recommended that the MacArthur Plan be approved; and WHEREAS, the City Council and the Redevelopment Agency find that the MacArthur Plan is consistent with the General Plan of the City of San Leandro, and, additionally, find that the MacArthur Plan is consistent with the Five Year Implementation Plan for the West San Leandro/MacArthurBnulevard Redevelopment Project Area; and WHEREAS, the City Council and Redevelopment Agency have reviewed and considered the Negative Declaration, and have determined that it has been completed by the Department of Development Services of the City of San Leandro in compliance with the requirements of the California Environmental Quality Act; and WHEREAS, no comments were received concerning the Negative Declaration during the public review and comment period; and WHEREAS, the Negative Declaration, based on the Initial Study Checklist Form prepared in connection therewith, concludes that the proposed project will have no significant effect on the area's resources, cumulative or otherwise, and furthermore concludes that implementation of the proposed project would either result in no environmental impacts, or impacts that are considered less than significant without mitigation; and WHEREAS, the office. of the Redevelopment Administrator, and the Department of Development Services, are located at 835 E. 14th Street, San Leandro, California, and they are the custodian of documents or other materials forming the basis for this determination.
