r <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />AND THE REDEVELOPMENT AGENCY OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2001- 22 (2888) <br />and <br />RESOLUTION N0.2001 -4 (sLxA) <br />JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />AND THE SAN LEANDRO REDEVELOPMENT AGENCY ADOPTING THE <br />MACARTHUR BOULEVARD STREETSCAPE MASTER PLAN AND ADOPTING A <br />NEGATIVE DECLARATION OF ENVIRONMENTAL IlVIPACT <br />WHEREAS, the MacArthur Boulevard Streetscape Master Plan ("MacArthur <br />Plan") has been presented to the City Council of the City of San Leandro ("City <br />Council") and the Redevelopment Agency of the City San Leandro ("Redevelopment <br />Agency"); and <br />WHEREAS, the Planning Commission, having reviewed the Negative <br />Declaration of environmental impact prepared in connection with the MacArthur Plan, <br />has recommended that the MacArthur Plan be approved; and <br />WHEREAS, the City Council and the Redevelopment Agency find that the <br />MacArthur Plan is consistent with the General Plan of the City of San Leandro, and, <br />additionally, find that the MacArthur Plan is consistent with the Five Year <br />Implementation Plan for the West San Leandro/MacArthurBnulevard Redevelopment <br />Project Area; and <br />WHEREAS, the City Council and Redevelopment Agency have reviewed and <br />considered the Negative Declaration, and have determined that it has been completed by <br />the Department of Development Services of the City of San Leandro in compliance with <br />the requirements of the California Environmental Quality Act; and <br />WHEREAS, no comments were received concerning the Negative Declaration <br />during the public review and comment period; and <br />WHEREAS, the Negative Declaration, based on the Initial Study Checklist Form <br />prepared in connection therewith, concludes that the proposed project will have no <br />significant effect on the area's resources, cumulative or otherwise, and furthermore <br />concludes that implementation of the proposed project would either result in no <br />environmental impacts, or impacts that are considered less than significant without <br />mitigation; and <br />WHEREAS, the office. of the Redevelopment Administrator, and the Department <br />of Development Services, are located at 835 E. 14th Street, San Leandro, California, and <br />they are the custodian of documents or other materials forming the basis for this <br />determination. <br />
