III. Project Costs and Phasing <br />Cost Overview <br />Total project cost for all Streetscape Master Plan elements is estimated <br />at from $3.8M to $4.4M, depending upon the design approach to South <br />MacArthur Place; this estimate includes construction as well as city <br />administration and design and engineering fees. Costs for major com- <br />ponents are summarized below: <br />- Median Islands and Parking Striping: $600,000 <br />- Pedestrian Street Lights and Decorative/Trench Re-Paving: <br />$1,400,000 , <br />- Hollywood Place: $280,000 <br />- .South MacArthur Place: $240,000 - $855,000 (range) <br />- Trees in Parking Zone: $675,000 <br />- Corner Bulb-Out/Pedestrian Crossings: $380,000 <br />- Creek Bridge Renovation and Entrance Signs: $200,000 <br />Project components will occur overtime as funding is available. Fund- <br />ingwill come from the Redevelopment Agency and a variety of grant <br />sources, however the project will need to be incorporated in the City's <br />five-year Capital Improvement Program (CIP) and managed by the <br />City's Engineering Department. <br />Funding Sources <br />The Redevelopment Agency will not be able to fund all of the project <br />components, at least in the near term. However, there are a range of <br />grant programs available for the kinds of urban livability projects <br />proposed by the Streetscape Master Plan. In the coming years the Re- <br />development Agency will work with the City's Development Ser- <br />vices and Engineering and Transportation departments to apply for <br />grant funds to help implement the project. <br />Potential grant program/funding sources include the following: <br />- Metropolitan Transportation District (MTC) Transportation for Livable <br />Communities Program (TLC): This program provides funds for capi- <br />talimprovements, planning assistance, and community outreach. <br />- Federal Transportation Enhancements Authorization (TEA-21): This <br />program typically funds bicycle and pedestrian projects. <br />- Transportation Development Act, Article 3: This program funds al- <br />ternative transportation projects, with an emphasis on bicycle and <br />pedestrian circulation. <br />- Transportation Fund for Clean Air (CMA): This program is adminis- <br />tered by the Alameda County Congestion Management Agency <br />(CMA) and funds streetscape improvements that facilitate pedes- <br />trian access to transit. <br />Project Phasing Recommendations <br />Three general project phases are defined reflecting priorities and fund- <br />ing capabilities. They are summarized below. <br />Near Term/First Priority. Traffic calming and related parking improve- <br />ments are recommended for the first phase of the project. This would <br />include angle parking in the north MacArthur area, and medians and <br />lane re-striping south of the I-580 freeway ramps to Estudillo Street. <br />These elements are highly visible, minimally disruptive of frontage <br />properties in terms of construction impact, and are affordable in the <br />near term; i.e., within the next 3 years. <br />To complement the City of Oakland's efforts, it is recommended that <br />the Hollywood Place improvements also be incorporated if funding <br />is available. Also desirable depending on funding are improvements <br />to the San Leandro Creek bridge and thematic district signage. <br />Medium Term/Second Priority. Sidewalk corner bulb-outs, parking <br />zone street trees and ornamental lighting are recommended. Given <br />trenching and frontage reconstruction requirements, it is logical for <br />-24- <br />
