LAND USE AND PLANNING. Would'the ro'ect: <br />a. Ph sicall divide an established communi ? X 2 <br />b. Conflict with any applicable land use plan, X 2, 4 <br />policy, or regulation of an agency with <br />jurisdiction over the project (including, but not <br />limited to the general plan, specific plan, local <br />coastal program, or zoning ordinance) adopted <br />for the purpose of avoiding or mitigating an <br />environmental effect? <br />c. Conflict with any applicable habitat X 2 <br />conservation plan or natural community <br />conservation plan? <br />EXPLANATION: The project area covered by the Streetscape Master Plan coincides with the MarArhur Boulevard portion of the <br />West San Leandro/MacArthurBnulevard Redevelopment Project Area. The Redevelopment Plan included in its list of projects, <br />development and implementation of a MacArthur Boulevard Streetscape Master Plan. Thus, the proposed project is implementing <br />one of the projects identified by the Redevelopment Plan. No land use impacts or conflicts are anticipated as the goals of the <br />Streetscape Master Plan include enhancement of the project area and creation of an attractive city gateway. MacArthur Boulevard <br />currently crosses San Leandro Creek. Project components include installation of more aesthetically pleasing details such as an <br />ornamental concrete ballustrade in place of the existing chain link fence. The creek bank or channel itself would not be modified, <br />therefore no conflicts with the creek are anticipated. <br />2. 'POPULATION AND HOUSING. Would the ro'ect: <br />a. Induce substantial population growth in an area X 2 <br />either directly (e.g., by proposing new homes <br />and businesses) or indirectly (e.g. through <br />projects in an undeveloped area or major <br />infrastructure)? <br />b. Displace substantial number of existing X 2 <br />housing, necessitating the construction of <br />replacement housing elsewhere? <br />c. Displace substantial numbers of people, X 2 <br />necessitating the construction of replacement <br />housin elsewhere? <br />EXPLANATION: The proposed project includes design elements that will enhance the commercial and business environment; calm <br />traffic and enhance pedestrian movement; and create an attractive city gateway along a specific portion of MacArthur Boulevard. <br />Therefore, no housing impacts are anticipated. <br />3. GEOLOGY AND SOILS. Would the I-Q'ect: <br />a. Expose people or structures to potential X 2 <br />substantial adverse effects, including the risk <br />of loss, in' , or death involvin <br />i) Rupture of a known earthquake fault, as X 2 <br />delineated on the most recent Alquist-Priolo <br />Earthquake Fault Zoning Map issued by the <br />State Geologist for the area or based on other <br />substantial evidence of a known fault? <br />ii) Stron seismic nand shakin ? X 2 <br />iii) Seismic-related ground failure, including X 2 <br />li uefaction? <br />iv) Landslides? X 2 <br />b.
