POTENTIALLY <br />ISSUES POTENTIALLY SIGNIFICANT LESS THAN NO <br /> SIGNIFICANT UNLESS SIGNIFICANT IMPACT SOURCES <br /> ISSUES MITIGATION IMPACT <br /> INCORPORATED <br />6.' BIOLOGICAL RESOURCES.' Would the ro'ect: <br />a. Have a substantial adverse effect, either X 2 <br />directly or through habitat modifications, on <br />any species identified as a candidate, sensitive, <br />or special status species in local or regional <br />plans, policies, or regulations, or by the <br />California Department of Fish and Game or <br />U.S. Fish and Wildlife Service? <br />b. Have a substantial adverse effect on any X 2 <br />riparian habitat or other sensitive natural <br />community identified in local or regional <br />plans, policies, regulations or by the California <br />Department of Fish and Game or US Fish and <br />Wildlife Service? <br />c. Have a substantial adverse effect on federally X 2 <br />protected wetlands as defined by Section 404 - <br />of the Clean Water Act (including, but not <br />limited to, marsh, vernal pool, coastal, etc.). <br />through direct removal, filling, hydrological <br />interru lion, or other means? <br />d. Interfere substantially with the movement of an X 2 <br />resident or migratory fish or wildlife species or <br />with established native resident or migratory <br />wildlife corridors, or impede the use of native <br />wildlife nursery sites? <br />e. Conflict with any local policies or ordinances X 2 <br />protecting biological resources, such as a tree <br />reservation oli or ordinance? <br />f Conflict with the provisions of an adopted X 2 <br />Habitat Conservation Plan, Natural <br />Community Conservation Plan or other <br />approved local, regional, or state habitat <br />conservation lan? <br />EXPLANATION: The project area exists as a mostly developed urban environment. The proposed project includes streetscape and <br />design elements that will enhance the commercial and business environment; calm traffic and enhance pedestrian movement; and <br />create an attractive city gateway along a specific portion of MacArthur Boulevard. This will include the installation of new street <br />lights, park benches, trash receptacles, and new landscaping. Minor roadway modifications are also proposed, including the <br />construction of medians, bulb-outs and installation of decorative paving. MacArthur Boulevard currently crosses San Leandro <br />Creek. Project components include installation of more aesthetically pleasing details such as an ornamental concrete ballustrade in <br />place of the existing chain link fence. The creek bank or channel itself would not be modified, therefore no conflicts with the creek <br />are anticipated. No impacts to biological resources are expected. <br />7. MINERAL'RESOURCES.' Would the ro'ect: <br />a. Result in the loss of availability of a known X 2 <br />mineral resource that would be of value to the <br />re ion and the residents of the state? <br />b.
