SAN <br />°~ "~.~-::1F9 CITY OF SAN LEANDRO <br />a :~,~~;~-~tiQ <br />°~a ~ `% ~ '" ° Department of Development Services <br />~c~gpON0tE0 ~~^ <br />NEGATIVE DECLARATION <br />Notice is hereby given that the City of San Leandro finds that no significant effect on the environment <br />as prescribed by the California Environmental Quality Act of 1970, as amended will occur for the <br />following proposed project: <br />I. PROJECT DESCRIPTION: <br />MacArthur Boulevard Streetscape Master Plan/Redevelopment Agency of the City of San <br />Leandro (Applicant). The MacArthur Boulevard Streetscape Master Plan addresses the <br />following goals: Enhancement of the commerciaUbusiness environment; Calming of traffic <br />and enhancement of pedestrian movement; and creation of an attractive city gateway. <br />Major design elements include enhanced curbside parking areas, pedestrian-oriented street <br />lighting, infill street trees, corner sidewalk "bulb-outs" -and shorter pedestrian street <br />crossings, attractive benches and trash receptacles, and, in the southerly portion of the <br />corridor, median islands for traffic calming and beautification. The project area <br />encompasses approximately 6,000 feet of MacArthur Boulevard, extending from Durant <br />Avenue on the north (at border with City of Oakland) to Grand Avenue/7oaquin Avenue <br />on the south. Both the east and west sides of MacArthur Boulevard are included. <br /> <br />II. DECLARATION THAT PROJECT WILL NOT SIGNIFICANTLY AFFECT <br />ENVIRONMENT <br />The proposed project will have no significant effect on the area's resources, cumulative or <br />otherwise. This is supported in the attached Initial Study Checklist Form, which concludes that <br />implementation of the proposed project would either result in no impacts or impacts that are <br />considered less than significant without mitigation. <br />III. FINDINGS SUPPORTING DECLARATION: <br />A. The project area covered by the Streetscape Master Plan coincides with the MarArthur <br />Boulevard portion of the West San Leandro/MacArthur Boulevard Redevelopment <br />Project Area. The Redevelopment Plan included in its list of projects, development and <br />implementation of a MacArthur Boulevard Streetscape Master Plan. Thus, the <br />proposed project is implementing one of the items identified by the Redevelopment <br />Plan. <br />B. The proposed project has been reviewed according to the standards and requirements of <br />the California Environmental Quality Act (CEQA) and an Initial Study Checklist Form has <br />been prepared with a determination that the project will not have a significant impact on the <br />environment. The Checklist concludes that implementation of the proposed project would <br />MacArthur Boulevard Streetscape Master Plan - ND <br />December/2000 <br />
