E. WATER SYSTEM <br />1. Prior to approval of the first Final Map for the project, the Subdivider shall submit a copy <br />of the Encroachment Permit from the City of Oakland and signed agreements with <br />EBMUD and the affected property owners, for the construction of the proposed water <br />main connection from Russet Lane. <br />2. Prior to issuance of the first building permit, the proposed water main from the end of <br />Russet Lane located to the north of the project in Oakland, should be connected to the <br />existing water mains in Alvarado Street and Peralta Avenue. <br />3. On site EBMUD street fire hydrants with minimum fire flow and spacing in accordance <br />with the San Leandro Uniform Code will be required. Prior to installation, the Fire <br />Department shall approve the location of the fire hydrants. A water supply shall be in <br />place prior to combustible material being moved into any phase of the project. <br />F. SANITARY SEWER SYSTEM <br />1. Sanitary sewer is available within the project site. However, the City's Sanitary Sewer <br />System Capability Study and Master Plan (1995) identified capacity deficiencies in existing <br />sewers in Peralta Avenue, Preda Street and Davis Street (downstream of the project). The <br />Subdivider may, at its cost, provide additional analysis of the affected sanitary sewer system <br />to provide alternative solutions to the capacity deficiencies. If upsizing of the system is <br />required, the Subdivider shall construct the required improvements as part of the <br />subdivision improvements. Any approved sewer system upgrades shall be completed prior <br />to issuance of the first occupancy permit. The City will assist the Subdivider in the <br />formation of a Benefit District or other mechanism to recoup costs of additional capacity <br />created that benefit future developments utilizing this line. <br />2. All sanitary sewer lines that are to be maintained by the City shall be located within <br />easements on the private streets. The Subdivider shall install manhole(s) at the point(s) <br />of connection to public sewers to clearly demarcate maintenance responsibilities. <br />3. The Subdivider proposes to utilize the existing abandoned 10" sanitary sewer along the <br />westerly project boundary along Central Pacific Railroad property, to drain a portion of <br />the sewage flows from the development to the 21 " public sewer system. The Subdivider <br />and/or the Homeowners' Association shall henceforth own and maintain the 10" sanitary <br />system. Any sanitary sewer proposed to be abandoned shall be removed. <br />G. UNDERGROUNDING OF OVERHEAD UTILITIES <br />1. All overhead utilities along the extension of Alvarado Street must be placed underground as <br />part of the project. In addition, the utilities along Alvarado between Antonio Street and San <br />Leandro Creek must also be placed underground. <br />Page 7 of 9 <br />
