Action Plan - FI'2001 <br />City of San Leandro <br />Page 12 <br />In FY 95, Alameda County HCD received athree-year Supportive Housing Program grant <br />---_ from HUD for $2.5 million for the Alameda County Housing/Jobs Linkages Program. This <br />;~r..-: <br />grant application was a joint effort of HCD, the Alameda County Associated Community <br />Action Program (ACAP) and community partner agencies. The program provides transitional <br />housing rental assistance, employment services, case management and support services for <br />homeless families coming through any of seven shelters in the HOME Consortium. The <br />participating shelters are the San Leandro Shelter for Women and Children, the Family <br />Emergency Shelter Coalition (FESCO) and the Emergency Shelter Program (ESP) in <br />Hayward, the Tri-City Homeless Coalition and Shelter Against Violent Environments (SAVE) <br />in Fremont, and the Tri-Valley Haven and Valley Community Health Center in Livermore. <br />Under contract to HCD, Allied Housing (Hayward) administers the rental assistance <br />component and BOSS (Building Opportunities for Self-Sufficiency), also in Hayward, provides <br />employment services. The program has assisted One hundred forty families in the first three <br />years of operation. It is anticipated that more than 200 families will receive support over the <br />life of the program. Alameda County HCD received renewal of the Supportive Housing <br />Program grant for the Housing/Jobs Linkages Program in the amount of $1,353,267 for two <br />years in FY 98. <br />Stewart B. McKinney Homeless Assistance Act: <br />NOFA Competition <br />In 1998, the County-wide Continuum of Care Partnership was awarded nearly $13 million to <br />new and renewal programs serving homeless people in Alameda County. The Alameda <br />County Homeless Base Conversion Collaborative received $2.7 million to rehabilitate and <br />operate 60 units of housing units, including transitional housing for families and permanent <br />housing for disabled households. <br />Alameda County Base Closure Collaborative <br />On October 25, 1994, President Clinton signed into law the Base Closure Community <br />Redevelopment and Homeless Assistance Act. This Act authorizes HUD to determine whether <br />a base reuse plan for the reuse of an installation proposed by a local reuse authority balances <br />the community development, economic redevelopment and other development needs of the <br />communities in the vicinity of the installation with the needs of the homeless in those <br />communities. <br />Established in 1994, the Alameda County Homeless Base Conversion Collaborative (The <br />Base Collaborative) with support from HCD, has achieved on the former Alameda Naval Air <br />Station (now called Alameda Point) the largest single commitment of resources to meet the <br />growing needs of the homeless in the county's history. <br />
