Action Plan - FY2001 <br />City of San Leandro <br />Page 18 <br />PART IV. MONITORING STANDARDS AND <br />PROCEDURES <br /> <br />The City of San Leandro will monitor sub-recipients for compliance with HUD and City <br />requirements. Examples of activities and programs that are monitored include: the City's <br />contract with Alameda County for housing rehabilitation services; nonprofit agencies receiving <br />public service and/or facility improvement funds; small business loan recipients; and City- <br />initiated public improvement projects. <br />Staff from the City of San Leandro Development Services Department will monitor the <br />progress of all CDBG-funded activities. Monitoring activities will include, but are not limited <br />to: <br />^ Determining contractual compliance with programmatic performance objectives; <br />^ Examining procedures and records to determine compliance with financial and fiscal <br />requirements; <br />^ Reviewing program reports; <br />^ Auditing each claim for payment to ensure compliance with HUD and City requirements; <br />^ Evaluating housing and community development priorities on an annual basis; <br />^ Coordinating monitoring activities conducted by the regional HUD field office; <br />^ Ensuring compliance with the City's Exhibit E, General Conditions, which lists federal <br />program requirements. <br />
