Action Plan - FI'2001 City of San Leandro Page 5 Housing Opportunities for Persons with AIDS (HOPWA) These funds, which are awarded annually on an entitlement and competitive basis, can be used _ ._ for a variety of housing and service activities for persons with AIDS. The City does not anticipate applying directly for HOPWA funds for FY 2001. HUD 202/HUD 811 Program Funds These program funds are awarded on a competitive basis specifically for the development of affordable housing for seniors (202) or for the disabled (811). In FY 2000-2001, the City supported the American Baptist Homes of the West (ABHOW) application for HUD 202 funding for a senior housing development and the Eden Housing application for HUD 811 funding for a developmentally disabled development. HUD Section 8 Moderate Rehabilitation Project-based Section 8 rental assistance is provided through the Alameda County Housing Authority to eligible persons in San Leandro in conjunction with the rehabilitation of rental housing. The City will support applications for funding by the Housing Authority. Intermodal Surface Transportation Efficiency Act (ISTEA) The ISTEA legislation (1991) requires that 10 percent of the County's ISTEA funds be set aside for transportation enhancement programs and projects. The City has received ISTEA funds for several transportation projects,. some of which will be implemented in FY 2001. Intermodal Surface Transportation Financing In addition to ISTEA, there are several other federal transportation financing opportunities, including the Congestion Mitigation and Air Quality Program, Transportation Enhancement Activities, Bridge Replacement and Rehabilitation, Seismic Bridge Retrofit, Public Lands Highways, Railroad Grade Crossings, Hazard Elimination Safety, and Emergency Relief Program. Older Americans Act Funds These funds have been administered by the Alameda County Area Agency on Aging to provide services to senior citizens in Alameda County.
