EXHIBIT E <br />GENERAL FEDERAL/STATE CONDITIONS <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />(Capital Improvement Projects) <br />1. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be fur <br />by fiscal assistance from another governmental entity, Recipient shall comply with all applic <br />rules and regulations to which City is bound by the terms of such fiscal assistance program. <br />particular, Recipient agrees to comply with all applicable provisions of the Housing <br />Community Development Act of 1974 (Public Law 93-383) and regulations promulgated purse <br />thereto. <br />2. RECORDS. Records must be kept accurate and up-to-date. Recipient's records shat <br />made available for review by the City, HUD or the designee. Recipient shall be responsibl <br />maintain, for not less than three (3) years after completion of this Agreement, all records pertail <br />to this Agreement, including subcontracts and expenditures, and all other financial and prop <br />records. <br />3. AUDITS AND INSPECTIONS. <br />A. Recipient shall at any time during normal business hours and as often as the <br />HUD and the Comptroller General of the United States may deem necessary, make availabl <br />their representatives for examination all of Recipient's records with respect to all matters coverer <br />this Agreement and shall permit these representatives to audit,. examine and make excerpt <br />transcripts from such records, and to make audits of all documents and conditions relating to <br />Agreement. All costs are subject to the eligibility requirements of HUD. <br />B. Recipient shall permit and facilitate observation and inspection of the work <br />records at Recipient's principal office and job site by City, its employees and public author <br />during reasonable business hours. <br />4. CONFLICT OF INTEREST. <br />A. Recipient certifies that no member of, or delegate to the Congress of the Un <br />States shall be permitted to share, or take part in this Agreement or in any benefit arising therefr~ <br />B.
