14. IMPROVEMENTS TO CHURCH OWNED PROPERTY. Recipients who use CL funds for improvements to church owned property shall enter into an agreement with the churc provide for the reimbursement of the remaining value of improvements upon cessation of use of property for public service. The Agreement shall require Church to repay the Recipient, or Ci the Recipient ceases to exist, an amount not less than the value of the remaining useful lif improvements. Recipient shall remit the funds to the City. Such agreement between Recipient and Church shall follow the requirements set forth in 24 570.200. City will assist in determining the depreciating value of the improvements. 15. SECTION 504 -PROGRAM ACCESSIBILITY A. General Prohibition Against Discrimination No qualified individual with a handicap shall, solely on the basis of handicap, be excll from participation in, be denied the benefits of, or otherwise by subjected to discrimina by a contractor receiving Federal assistance as part of the CDBG program. 1. Specific Prohibitions Against Discrimination A contractor who receives Federal assistance as part of the CDBG program providing any service, benefit, aid or housing may not, directly or thrc contractual, licensing, or other arrangements, solely on the basis of handicap: deny; (b) afford unequal treatment; (c) provide ineffective service, benefit, air housing; (d) provide different service, benefit, aid or housing; or (e) limit enjoyment of any right, privilege, or advantage, to a qualified individual handicaps the opportunity to participate in, or benefit from, the service, benefit, or housing; B. Provisions Regarding Communications With Individuals With Handicaps A contractor who receives Federal assistance as part of the CDBG program shall appropriate steps to ensure effective communication with customers, clients, and o members of the public. Such steps, when appropriate, may include, but are not limited t. 1. Furnishing appropriate auxiliary aids where necessary to afford an indivi~ with handicaps an equal opportunity to participate in, and enjoy the bens of, a program or activity receiving Federal financial assistance. A contra is not required to provide individually prescribed devices, readers personal use or study, or other devices of a personal nature. 2.
