<br />14. IMPROVEMENTS TO CHURCH OWNED PROPERTY. Recipients who use CL <br />funds for improvements to church owned property shall enter into an agreement with the churc <br />provide for the reimbursement of the remaining value of improvements upon cessation of use of <br />property for public service. The Agreement shall require Church to repay the Recipient, or Ci <br />the Recipient ceases to exist, an amount not less than the value of the remaining useful lif <br />improvements. Recipient shall remit the funds to the City. <br />Such agreement between Recipient and Church shall follow the requirements set forth in 24 <br />570.200. City will assist in determining the depreciating value of the improvements. <br />15. SECTION 504 -PROGRAM ACCESSIBILITY <br />A. General Prohibition Against Discrimination <br />No qualified individual with a handicap shall, solely on the basis of handicap, be excll <br />from participation in, be denied the benefits of, or otherwise by subjected to discrimina <br />by a contractor receiving Federal assistance as part of the CDBG program. <br />1. Specific Prohibitions Against Discrimination <br />A contractor who receives Federal assistance as part of the CDBG program <br />providing any service, benefit, aid or housing may not, directly or thrc <br />contractual, licensing, or other arrangements, solely on the basis of handicap: <br />deny; (b) afford unequal treatment; (c) provide ineffective service, benefit, air <br />housing; (d) provide different service, benefit, aid or housing; or (e) limit <br />enjoyment of any right, privilege, or advantage, to a qualified individual <br />handicaps the opportunity to participate in, or benefit from, the service, benefit, <br />or housing; <br />B. Provisions Regarding Communications With Individuals With Handicaps <br />A contractor who receives Federal assistance as part of the CDBG program shall <br />appropriate steps to ensure effective communication with customers, clients, and o <br />members of the public. Such steps, when appropriate, may include, but are not limited t. <br />1. Furnishing appropriate auxiliary aids where necessary to afford an indivi~ <br />with handicaps an equal opportunity to participate in, and enjoy the bens <br />of, a program or activity receiving Federal financial assistance. A contra <br />is not required to provide individually prescribed devices, readers <br />personal use or study, or other devices of a personal nature. <br />2.
