maintain, for not less than three (3) years after completion of this Agreement, all records pertaining <br />to this Agreement, including subcontracts and expenditures, and all other financial and property <br />records. <br />3. AUDITS AND INSPECTIONS. <br />A. Recipient shall at any time during normal business hours and as often as the City, <br />HUD and the Comptroller General of the United States may deem necessary, make available to <br />their representatives for examination all of Recipient's records with respect to all matters covered by <br />this Agreement and shall permit these representatives to audit, examine and make excerpts or <br />transcripts from such records, and to make audits of all documents -and conditions relating to this <br />Agreement. All costs are subject to the eligibility requirements of HUD. <br />B. Recipient shall permit and facilitate observation and inspection of the work and <br />records at Recipient's principal office and job site by City, its employees and public authorities <br />during reasonable business hours. <br />4. CONFLICT OF INTEREST. <br />A. Recipient certifies that no member of, or delegate to the Congress of the United <br />States shall be permitted to share, or take part in this Agreement or in any benefit arising therefrom. <br />B.
