K. The facility shall comply with the California Aboveground Petroleum Storage Act <br />(APSA) and federal Spill Prevention, Control, and Countermeasures (SPCC) rule <br />requirements. A completed City of San Leandro Environmental Services <br />Aboveground Storage Tank Installation Application Package and associated fees <br />shall be submitted to the Environmental Services Section. Compliance with these <br />requirements shall be demonstrated to the Environmental Services Section prior <br />to issuance of a certificate of occupancy or final approval of building permit, <br />whichever occurs first. <br />VII ALAMEDA COUNTY FIRE DEPARTMENT REQUIREMENTS <br />A. The minimum emergency vehicle access road width is 20 feet. The road at the <br />south corner of the HSB, shown as 15 feet wide due to a center aisle, shall be <br />revised such that the roadway shall be a minimum of 20 feet wide and arranged so <br />an emergency vehicle can turn with a 42 ft radius traveling from the northeast to <br />the northwest. In addition, the hydrant and FDC, shown to be located in the <br />roadway at the south corner of the HSB and the fire hydrant shown to be located <br />in the roadway at the west corner of the HSB, shall be moved out of the roadway. <br />B. The Fire Department's scope of review for the hospital building and central utility <br />building is limited to plan review of the emergency vehicle access roads and fire <br />hydrant locations. <br />C. Knox boxes or key switches are required at gates in the emergency vehicle access <br />roads. <br />D. Signage or red curbs are required in the emergency vehicle access roads to <br />prevent parking that would reduce the width of the access road to less than 20 feet <br />wide. <br />E. The bridge shall be designed for a minimum HS-201oading. <br />F. The HSB shall comply with the Building and Fire Codes as adopted by the City of <br />San Leandro. <br />VII POLICE DEPARTMENT GENERAL REQUIREMENTS <br />A. All building addresses shall be placed in such a position as to be plainly visible <br />and legible from the street. Said numbers shall contrast with their background and <br />be visible at night. Details including number size and location shall be submitted <br />for the review and approval of the City of San Leandro Police Department, Fire <br />Marshal and the Community Development Director, prior to issuance of building <br />permits. Street names shall be approved by the City of San Leandro Police <br />Department, Fire Marshal and the Community Development Director.
