.~ <br />MARINA SQUARE AUTO MALL EXPANSION <br />DRAFT MITIGATION MONITORING PLAN <br /> <br />IMPACT <br />MITIGATION REQUIRED MONITORING <br />RESPONSIBILITY <br />TIMING <br />Hazards and Hazardous Materials <br />8. a., Previous commercial activities • Prior to Site Plan Review approval, the respective future properly RWQCB,' BAAQMD, and Prior to issuance of grading <br />b. and on-site (nursery operations) owners of the McKevitt and Batarse Trust dealerships shall submit Environmental Services permits. <br />d. have resulted in potential soil site remediation plans for review and approval by the Regional Water Manager <br /> and groundwater Quality Control Board, the Bay Area Air Quality Management <br /> contamination. District, and the City of San Leandro Environmental Services <br /> Manager. Remediation may include stripping the top foot of soil, <br /> tilling the top foot of soil, or perform a risk assessment to justify no <br /> active remediation. Four known deep water wells shall be <br /> decommissioned, with the cost born by the respective future property <br /> owner. Site remediation (or the risk assessment) shall be completed <br /> to the satisfaction of the RWQCB, BAAQMD, and the City's <br /> Environment Services Manager prior to issuance of grading permits <br /> for the respective properties. <br /> • All asbestos-containing materials shall be required to be abated by BAAQMD Prior to demolition of on- <br /> the respective future property owner(s) prior to demolition. Non- site structures. <br /> friable materials observed can be disposed of as non-hazardous <br /> waste. Worker protection, dust controls, packaging in a sealed <br /> dumpster or closed truck, and asbestos registration of the demolition <br /> contractor shall be required in compliance with CaUOSHA regulation <br /> 8 CCR 1529 and the California Business Code. Friable asbestos, <br /> such as the vinyl sheeting, shall be removed under full isolation <br /> abatement procedures. All thermal system insulation is classified as <br /> friable asbestos and shall be removed under Work Class I procedures <br /> in compliance with 8 CCR 1529.
