Item 3 comes as a result of FEMA's notification to the Port that if the Port can't demonstrate <br />that the levees surrounding the airport are stable, their levees will be de-certified, the airport <br />will be considered to be in a flood hazard zone, and the Port could be at risk of losing FEMA <br />assistance should a break in a levee occur. The Port believes that a small portion of the levee <br />adjacent to the City's WPCP needs to be evaluated and improved if necessary, and hopes that <br />the City will participate in the renovation project if the levee is found to be sub-standard. <br />As the City's Flood Plain Manager, William Schock said he has met with FEMA and regional <br />flood control staff. He and the City's Engineering and Transportation Department staff have <br />evaluated the portion of the slough next to the WPCP and have determined that the City would <br />not be seeking certification of any levee-like structures. <br />There followed extensive comments from Committee members and discussion with City and <br />Port staff regarding this issue. <br />Councilmember Prola stated that he clearly recalled at the last joint meeting between the Port's <br />Board of Commissioners Aviation Committee and the City's Airport Committee (March 29, <br />2010) that the Port Commissioners expressed their commitment to seeing that the ANIP would <br />be completed. There was never any discussion at that meeting regarding a condition that the <br />City participate in any levee study or remediation, and he feels it is disingenuous of the Port to <br />bring this issue into discussions at this late date. Councilmember Starosciak concurred with his <br />comments. <br />Larry Galindo acknowledged the Committee's concerns, reiterated the Port's desire to continue <br />to work with the City to address the airport noise concerns of the San Leandro community, and <br />promised to bring the Committee's concerns back to the Port for further discussion. <br />Councilmember Starosciak thanked the Port staff for their continued commitment to the ANIP, <br />acknowledged that all local governments have experienced financial challenges in the past two <br />years because of the economy, and expressed the City's desire to continue good working <br />relationships with the Port. <br />Steve Hollister committed that more meetings will be held between the Port and City staff to <br />try to bring back amendment language to the Settlement Agreement at the Committee's <br />September meeting. <br />Recommendations: <br />None <br />2. Report from the Port of Oakland Regarding Landing Systems Maintenance Project <br />Larry Galindo reported that the FAA notified the Port a number of months ago that they <br />wanted to improve the navigation systems at the airport. A renovation of the South Field's <br />VOR (ahigh-frequency guidance system) is underway and should be completed in the next 7- <br />l Odays. The South Field will also be getting a new instrument landing system (ILS) sometime <br />
