Bancroft Avenue Street Rehabilitation, Award of Contract Analysis July 19, 2010 A total of six (6) bids were received on July 7, 2010. The bids ranged from $550,737.92 to $714,872.10, with O.C. Jones & Sons, Inc. submitting the lowest bid in the amount of $550,737.93, which has been determined to be a responsive bid. The pre-bid engineer's estimate for construction was $636,758. Previous City Council Actions • On March 2, 2009, by Resolution No. 2009-030, the City Council authorized the filing of an application for ARRA funding and assured completion of the project • On March 2, 2009, by Resolution No. 2009-031, the City Manager authorized the appropriation of $1,338,222 of ARRA Grant Funds • On March 2, 2009 by Resolution No. 2009-032, the City Manager authorized to Advertise and Award the ARRA funded San Leandro Street Rehabilitation Project • On October 5, 2009, by Resolution No. 2009-136, the City Council approved Program Supplement Agreement No. 015-N to Administering Agency -State Agreement No. 04- 5041R to accept federal funds for the San Leandro Street Rehabilitation Project, City Project No. 144-38-296 & 150-38-315, Federal Aid Project No. ESPL-5041 (033) • On December 7, 2009, by Resolution No. 2009-159, the City Council authorized the City Manager to file an application for ARRA cost savings funds for the Bancroft Avenue Street Rehabilitation Project and assure completion of the project • On December 7, 2009, by Resolution No. 2009-160, the City Council authorized the City Manager to appropriate $206,979 of ARRA grant funds for the Bancroft Avenue Street Rehabilitation Project • On June 7, 2010, by Resolution No. 2010-064, the City Council approved the plans and specifications and calling for bids for the subject project Applicable General Plan Policy This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action Item 16.03-A: Funding for Maintenance. Code Compliance Review Caltrans Local Assistance has deemed the project a Categorical Exclusion under the National Environmental Policy Act. Fiscal Impact The total construction cost including contingency and construction management costs for the project is estimated to be $721,755. This includes the cost of installing 24 curb ramps to meet current ADA standards and minor curb and gutter repair work that were completed by a separate contractor in advance of this road rehabilitation project.
