Annual Street Sealing 2009-10 <br />Award of Contract 2 July 19, 2010 <br />This year's project will incorporate the use of an asphalt rubber chip seal application into the <br />program. Rubberized asphalt products have been used by Caltrans and a few other agencies for <br />several years. Asphalt rubber treatments are more flexible than standard treatments, keeping the <br />surface waterproof by preventing the formation or propagation of cracks. While the application <br />is more expensive than the standard chip seal products, it requires less preparation effort by <br />Public Works Services street crews and can be used on streets in poorer condition that would <br />typically require more expensive asphalt overlay repairs. Traffic noise is typically reduced when <br />using rubberized asphalt and, as the materials used are made from recycled tires, this treatment <br />also aligns with the City's goal of using "green" products. <br />A double asphalt rubber chip seal will be applied to Farnsworth Street from Lewelling Boulevard <br />to Vining Drive. This street segment was originally part of the scope of work for the Annual <br />Overlay/Rehabilitation 2009-10 project, but the pavement condition was found to be ideal for a <br />double asphalt rubber chip seal application, so this segment of Farnsworth Street is no longer <br />scheduled for reconstruction. <br />Analysis <br />A total of two bids were received on July 8, 2010. International Surfacing Systems submitted the <br />lowest responsive bid at $318,545.30 for the base bid and $492,882.90 for the base bid plus all <br />alternates. The second bidder had a base bid of $511,391.25 and $781,145.47 for the base bid <br />plus all alternates. The pre-bid engineer's estimate for construction was $354,654 for the base <br />bid and $587,589 for the base bid plus all bid alternates. <br />Previous City Council Actions <br />On June 21, 2010, by Resolution No. 2010-080, the City Council approved the plans and <br />specifications and calling for bids for the subject project. <br />Applicable General Plan Policy <br />This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action <br />Item 16.03: Maintenance. <br />Code Compliance Review <br />This project was deemed categorically exempt from CEQA. <br />Fiscal Impact <br />The total construction cost including contingency and construction management costs for the <br />project is estimated to be $598,122.88 with the inclusion of both bid alternates. <br />
