D. Location <br />The Project is located on Marina Boulevard between Alvarado Street and San Leandro <br />Boulevard. It is separated from San Leandro Boulevard by the elevator BART train <br />tracks. Additionally, it is bordered on the west by at-grade Union Pacific Railroad tracks. <br />The Project is approximately a one half mile drive from Interstate 880. <br />E. Land Use Designation <br />This analysis presumes that the land use designation under the Redevelopment Plan will <br />permit the development of the Project in accordance with the provisions of the DDA. <br />F. Present Use <br />All of the property that comprises the Site is utilized as a commercial nursery and single- <br />family homes including buildings that are scheduled to be demolished according to the <br />DDA. <br />G. Reuse Conditions <br />The draft DDA dated September 5, 2001 includes covenants and conditions that impact <br />the development economics and hence the value of the interests conveyed to the <br />Developer. This reuse analysis assumes compliance with these covenants and <br />conditions. The more important reuse conditions for the proposed development are as <br />follows: <br />1. The Agency will convey the Site to the Developer based upon the specific terms and <br />conditions agreed to in the DDA. <br />2. The DDA requires the construction of the Project in accordance with the Final <br />Construction Plans to be reviewed and approved by the Agency and within the time <br />frame specified in the DDA. <br />3. Development of the Site will include automobile showrooms, a minimum frontage of <br />150 feet, a minimum size of not less that 20,000 net SF, and landscaping on the front <br />and side of at least ten feet depth from the back of the sidewalk. <br />4.
