<br />3. Job File. The project inspector shall keep a file of approved
<br />plans and specifications (including all approved documents au-
<br />thorizing changes) on the job at all times, and shall immediately
<br />return any unapproved documents to the architect or registered
<br />engineer for proper action.
<br />4. Construction Procedure Records. The project inspector
<br />shall keep a record of certain phases of construction procedures
<br />including, but not limited to the following:
<br />A. Concrete pouring operations. The records show the time
<br />and date of placing concrete and the time and date of re-
<br />moval of forms in each portion of the structure.
<br />B. Welding operations. The record shall include identifica-
<br />tion marks of welders, lists of defective welds, manner
<br />of correction of defects, etc.
<br />C. Penetration under the last ten (10) blows for each pile
<br />when piles are driven for foundations. All such records
<br />of construction procedures shall be kept on the job until
<br />the completion of the work. These records shall be made
<br />a pari of the permanent records of the owner.
<br />5. Deviations. The project inspector shall notify the contrac-
<br />tor, in writing, of any deviations from the approved plans and
<br />specifications which are not immediately corrected by the con-
<br />tractor when brought to his or her attention. Copies of such notice
<br />shall be forwarded immediately to the architect or registered engi-
<br />neer and to the enforcement agency.
<br />Failure on the pan of the project inspector to notify the contrac-
<br />tor of deviations from the approved plans and specifications shall
<br />in no way relieve the contractor of any responsibility to complete
<br />the work covered by his or her contract in accordance with the ap-
<br />proved plans and specifications and all laws and regulations.
<br />6. Verified Reports. The project inspector shall submit to the
<br />enforcement agency verified reports as required in Section 4-214.
<br />(c) Violations. Failure, refusal or neglect on the part of the proj-
<br />ect inspector to notify the contractor of any work which does not
<br />comply with the requirements of the approved plans and specifi-
<br />cations, or failure, refusal or neglect to report immediately, in
<br />writing any such violation to the architect or registered engineer,
<br />to the owner and to the enforcement agency shall constitute a
<br />violation of the act and shall be cause for the enforcement agency
<br />to take action.

<br />4-220. Duties of the Contractor.
<br />(a) Responsibilities. It is the duty of the contractor to complete
<br />the work covered by his or her contract in accordance with the ap-
<br />proved plans and specifications therefor. The contractor in no
<br />way is relieved of any responsibility by the activities of the archi-
<br />tect, registered engineer, project inspector or the enforcement
<br />agency in the performance of their duties.
<br />(b) Performance of the Work. The contractor shall study care-
<br />fully the approved plans and specifications and shall plan his
<br />schedule of operations well ahead of time. If at any time it is dis-
<br />covered the work is being done which is not in accordance with
<br />the approved plans and specifications, the contractor shall correct
<br />the work immediately.
<br />All inconsistencies or items which appear to be in error in the
<br />plans and specifications shall be promptly called to the attention
<br />of the architect or registered engineer, through the project inspec-
<br />tor, for interpretation or correction. Local conditions which may
<br />affect the structure shall likewise be brought to the architect's or
<br />registered engineer's attention at once. In no case, however, shall

<br />the instruction of the architect or registered engineer be construed
<br />to cause work to be done which is not in conformity with the
<br />approved plans, specifications and change orders.
<br />The contractor shall not carry on work except with the knowl-
<br />edge of the project inspector.
<br />(c) Verified Reports. The contractor shall make and submit to
<br />the enforcement agency from time to time, verified reports as
<br />required in Section 4-214.
<br />If work on the building is being done by independent contrac-
<br />tors having contracts with the owner, verified reports shall be sub-
<br />mitted by each contractor regardless of the type of work involved.

<br />4-221. Records. DSA/ORS shall maintain a record of the
<br />approved plans, specifications, addenda, change orders and let-
<br />ters of certification for the state owned or leased essential services
<br />buildings which have been certified as complying with the provi-
<br />sions of the act. This record shall be kept in the Essential Services
<br />Buildings Central File at the DSA/ORS Headquarters Office in
<br />Sacramento. The Office shall also maintain a record of the letters
<br />of compliance for essential services buildings built under the
<br />.jurisdiction of focal enforcement agencies which have been sub-
<br />mitted to the Office by those agencies.

<br />4-222. Advisory Board.
<br />(a) General. The State Architect may appoint an advisory
<br />board whose duty it is to serve in an advisory capacity to the DSA/
<br />ORS in connection with administrative matters and with refer-
<br />ence to regulations and requirements pertaining to the
<br />administration of the act. This board shall also act as a board of
<br />review to which appeal can be made by owners, architects, engi-
<br />neers or other interested parries in case of disagreement with the
<br />interpretation by the local enforcement agencies and/or local
<br />appeals board of the Essential Services Seismic Safety Act or the
<br />regulations adopted pursuant thereto. For state agencies, the Ad-
<br />visory Board shall act as an appeals board for disagreements with
<br />the rulings, decisions, interpretations or acts of DSA/ORS.
<br />(b) Membership. The said board shall consist of nine members
<br />appointed by the State Architect and four ex-officio members
<br />who are: State Architect, the Chief of the Office of Regulation
<br />Services, the Califomia State Fire Marshal, the Executive Direc-
<br />tor of the Building Standards Commission and the Chairman of
<br />the Seismic Safety Commission. The ex-officio board members
<br />may appoint alternates to serve on the board as their representa-
<br />tives. Of the appointive members, one shall be an architect,~one
<br />sha[1 be a structural engineer, one shat! be a civil engineer, one
<br />shall be a mechanical engineer or an electrical engineer, one shall
<br />be a representative of the League of Califomia Cities, one shall be
<br />a representative of the County Supervisors Association, one shall
<br />be a representative of the California Building Officials, one shall
<br />be a representative of the California Fire Chiefs Association and
<br />one shall be a representative of the law enforcement agencies.
<br />The appointive members shall serve at the pleasure of the State
<br />Architect. The State Architect will select appointive members
<br />from nominations solicited from the California Council, Ameri-
<br />can Institute of Architects, the Structural Engineers Association
<br />of California, the Consulting Engineers and Land Surveyors As-
<br />sociation of California, the Califomia Building Officials, the
<br />League of California Cities, the County Supervisors Association,
<br />the California Peace Officers Association and from the Califomia
<br />Fire Chiefs Association. He or she may also appoint as many ex-
<br />officio members as he or she may desire. Ex-offtcio members are
<br />not entitled to vote in board actions.
