. • <br />.. <br />EXHIBIT A <br />SCOPE OF SERVICES <br />I. STATEMENT OF PURPOSE <br />The City desires to provide a full range of housing rehabilitation services to eligible residential <br />property owners in San Leandro. The Rehabilitation Services Agreement allows the City to utilize <br />County professional staff who are knowledgeable of construction standards in the South county <br />area, and are familiar with the Community Development Block Grant rules. <br />II. TERM AND COMMENCEMENT OF WORK <br />The term of this agreement shall be for the period of July 1, 2001 through June 30, 2002. The term <br />maybe extended at City's option, if necessary to complete work started during the Agreement <br />period. <br />III. COUNTY PROGRAMS <br />In order to meet the needs of the lower income property owners in the City, projects shall fall into <br />one of two categories: Minor Home Repair Grant Program and Owner Rehabilitation Program. <br />Owner rehabilitation projects shall include one or more program components: paint grants, exterior <br />clean-up grants, seismic grants, and accessibility grants, in addition to general owner/rental <br />rehabilitation loans. Each project shall be tailored to the homeowner's income, and ability to make <br />payments as well as the nature and priority of the repair(s) need. <br />N. DESCRIPTION OF SERVICES <br />A. County shall operate the following rehabilitation programs: <br />• Minor Home Repair Grant - to correct immediate threats to the health and safety of the <br />homeowners. The maximum grant shall be $2,000. <br />• Mobile Home Grant - to provide technical and financial assistance to low income, <br />owner occupied residences of single, or double wide mobile homes with major repair <br />needs. The maximum grant shall be $2,000. <br />• Owner Rehabilitation Loan - to rehabilitate owner occupied, single family housing. The <br />maximum loan shall be $20,000. <br />• Exterior Paint Grant/Clean-Up Grant - to improve the exterior appearance of owner <br />occupied properties.
