Appendix E (Initial Study/Part 1) <br />Page 3 <br />7.3. The proposal to develop 60 senior apartment units and associated amenities on property <br />previously utilized for commercial uses would represent a change in the existing pattern <br />of development. The property is zoned NA-2 (North Area 2). Apartment uses are <br />conditionally permitted in this district. The project does not require approval of. a <br />Conditional Use Permit, as this action is superseded by the Disposition and Development <br />Agreement (DDA). The appropriate infrastructure is available to connect future <br />improvements with existing or expanded/upgraded utility lines as this area has been <br />developed in the past. <br />ENVIRONMENTAL SETTING <br />8. Briefly describe the project site as it exists before the project, including information on <br />topography, soil stability, plants and animals, and any cultural, historical or scenic aspects. <br />Describe any existing structures on the site, and the use of the structures. If necessary, <br />attach photographs of the site. <br />The site consists of three pazcels formerly occupied by a car dealership, located at East 14~' <br />Street between Cambridge Avenue and Broadmoor Boulevazd (232 East 14"` Street). The <br />1.8-acre properly contains two connected structures on the north and two smaller structures <br />on the south part of the property. The site is relatively flat, and due to the site's previously <br />developed state, no plants (other than minimal landscaping), animals , or cultural/historical <br />aspects are evident. <br />9. Briefly describe the surrounding properties, including information on plants and animals, <br />any cultural, historical or scenic aspects and the type of land use. <br />Surnoun in uses include retail and office uses to the south across Cambridge Avenue; <br />commercial and residential to the west across E. 14"' Street; commercial uses to the north <br />across Broadmoor Blvd.; and residential uses to the east.
