MITIGATION: To ensure that acceptable operational noise levels are maintained in the <br />project vicinity and noise conflicts between the project and existing nearby uses are avoided, the <br />following measures will be implemented: <br />• Noise should be considered in the design and location of all stationary mechanical <br />equipment and exterior vents (e.g., equipment and vents should face away from sensitive <br />noise receptors, vent covers should be baffled, if necessary, etc.). <br />FINDING: This change has been required in, or incorporated into the Project and will <br />avoid potentially significant environmental impacts as identified in the Initial Study. <br />8) EXPOSURE TO NOISE <br />EFFECT: Ambient noise levels at the project site are in the range of 78.5 DNL which is <br />considered "normally unacceptable" under the General Plan for residential land uses. This is a <br />potentially significant impact. <br />MITIGATION: The developer shall be required to construct residential units in <br />compliance with Title 24 standards. This may include the use of different ventilation systems <br />and/or types of windows. Prior to occupancy, the applicant shall prove (through testing) that an <br />indoor noise level of 45 dBA can be met in all residential units. <br />FINDING: This change has been required in, or incorporated into the Project and will <br />avoid potentially significant environmental impacts as identified in the Initial Study. <br />9) LIGHT AND GLARE <br />EFFECT: The construction of residential uses on-site will include the placement of <br />lighting standards throughout the property. New forms of light and glare associated with on-site <br />uses will also include interior nighttime lighting of the residences. While the proposed change in <br />land use would likely result in a moderate increase in the amount of glare produced on-site <br />during the evening hours, the additional light and glare would not be substantial given current <br />commercial/industrial lighting in the project vicinity. Moreover, lighting will be required to be <br />directed away from adjacent residential neighborhoods. <br />MITIGATION: All lighting fixtures shall be diverted away from residences (both existing <br />off-site and proposed on-site) and be designed and equipped with shields to eliminate off-site glare <br />onto adjoining residential properties. <br />FINDING: This change has been required in, or incorporated into the Project and will <br />avoid potentially significant environmental impacts as identified in the Initial Study. <br />10) LAND USES <br />EFFECT: The proposal to develop a senior housing apartment complex with 60 units on <br />4 <br />
