`d <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2000-19 (2096 <br />RESOLUTION APPROVING AMENDMENT NO. 1 TO THE ACTION PLAN <br />FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS, <br />FISCAL YEAR 1999-2000 ADDING THE AIRPORT GATEWAY <br />CONSTRUCTION PLANS ACTIVITY AND AUTHORIZING EXECUTION AND <br />SUBMISSION THEREOF BY THE CITY MANAGER <br />1. Through provisions of the Housing and Community Development Act and <br />amendments, the Federal Government has made block grant funding available to local <br />communities for the national objectives set forth in said Act. <br />2. The City of San Leandro has approved the Fiscal Year 1999-00 Action <br />Plan for the Community Development Block Grant and is familiar with,the contents <br />thereof. <br />3. The City of San Leandro and the City of Oakland adopted the <br />Oakland/San Leandro Joint Revitalization Plan in September 1997. <br />4. The Plan identifies joint revitalization projects, including airport area <br />improvements. <br />5. The City has entered into a Memorandum of Understanding between the <br />City of San Leandro, .the City of Oakland, the Port of Oakland and the Alameda <br />County Transportation Authority for the Airport Gateway Area Design Project. <br />6. The Airport Gateway Area Urban Design Concept Plan, completed in <br />February 1999, identifies gateway streetscape capital improvements. <br />7. The Oakland International Airport is a regional resource which services 9 <br />million travelers a year and suffers from being surrounded by blighted conditions, <br />including vacant properties, poorly maintained structures, lack of lighting, <br />landscaping and continuous walk. <br />8. The project, which meets the CDBG national objective of removing slums <br />and blight, will consist of preparing construction drawings for landscape/hardscape <br />improvements conforming to the Airport Gateway Area Urban Design Concept Plan. <br />9. The Action Plan amendment will fund design and engineering <br />expenditures for the Airport Gateway Area Improvements project. Accordingly, this <br />activity is exempt from review under the National Environmental Policy Act pursuant <br />to 24 CFR 58.34. <br />
