STATEMENT OF FACTS: Water, gas, electricity, telephone, sewer, storm <br />water and cable TV services are presently available or can be extended from <br />abutting streets with no unusual problems anticipated and there is no significant <br />impact relating to the provision of utility services. <br />k. AESTHETICS <br />EFFECT: The proposed office buildings will be 3-4 stories in height and be <br />located adjacent to the two street frontages. The Interpretive Center will be one <br />story in height and will be located adjacent to the creek. The parking garage is <br />proposed to be three levels above grade and is located in the interior of the site. <br />FINDINGS: Single-family residences exist across the creek to the north. <br />Development of the office complex and tri-level parking structure will alter the <br />view of the existing vacant site from the nearby residential uses and also from San <br />Leandro Boulevard and Davis Street. Due to the extensive existing mature <br />vegetation and the separation of the proposed new buildings from existing <br />residences to the north, visual impacts associated with development of Phase I are <br />anticipated to be less than significant. Development of the 3-level parking garage <br />as part of Phase II may impact nearby residents due to the fact that it would be <br />located closer than the proposed buildings. Mitigation measures have been <br />included in the Initial Study and Mitigated Negative Declaration which require <br />design review of the parking structure by the Planning Commission prior to <br />issuance of building permits for the garage.
