site is essentially flat and the existing storm water drainage system on San
Leandro Boulevard/Davis Street can accommodate this increase in water runoff.
No new storm drain outfalls will be constructed into San Leandro Creek.
STATEMENT OF FACTS: The proposed grading and paving of the .site
requires a grading permit. Review and approval of the grading plan and
inspections during the grading process will ensure that the required grading plan,
which includes the appropriate drainage provision, will be carried out so that site
drainage will be accommodated within the existing storm water drainage system
on San Leandro Boulevard/Davis Street, which does have sufficient capacity to
accept the additional inflow. City review and inspection of the grading permits
and grading process will ensure that there will be no significant effect on the
environment related to the grading process.
EFFECT: The existing site includes a combination of paved, partially paved, and
unpaved surfaces. The grading and paving of these areas would result in a very
slight change in the topography of the site, although the area is essentially flat.
FINDINGS: The site is essentially flat and any change in topography would be
very slight. A concern in a change in topography could relate to either a
significant feature or how that change in topography would result in a drainage
problem. The site is currently undeveloped and is devoid of any structures, as
previous uses buildings were removed in the late 1980s in preparation for the
Davis Street widening project. There is nothing significant about the existing
topographic features and the City's oversight of the grading permit review and
inspections during grading of the site will ensure that no drainage problem will
ensue.
STATEMENT OF FACTS: The proposed grading and paving for the site
requires a grading permit. SEISMIC EVENTS
EFFECT: This project lies within one and one-half (1.5) miles of the Hayward
Fault and is within a seismically active area. In the event of a major earthquake on
the Hayward, San Andreas or other nearby fault, structures or persons in the area
would be exposed to damage or risk depending on the magnitude and nature of
the earthquake.
.. ~O 2
