s • <br />INTRODUCTION AND SUMMARY <br />Introduction <br />This report presents the results of TJKM's traffic impact analysis of the proposed San Leandro <br />Creekside Plaza Business Park development in the City of San Leandro. This site is located north of <br />Davis Street between San Leandro Boulevard on the west and Carpentier Street on the east. The <br />proposed project would consist of three phases, with Phase I consisting of 80,000 square feet (s.£), <br />including a 2,500 to 3,500 s.f. restaurant serving the business park employees. Phase II would consist <br />of 50,000 s.f. of office space, and Phase III would consist of 50,000 s.f. of office space and a <br />con esponding parking structure for 503 vehicles. Access to the business park would be from two <br />driveways on San Leandro Boulevard and one driveway on Carpentier Street. <br />A worst-case scenario of the total buildout of 180,000 s.f. of office space was evaluated. The study <br />area is shown in Figure 1. <br />The purpose of this study is to evaluate the traffic impacts of the proposed project upon the nearby <br />street system. The study approach was to determine if any nearby intersections are projected to <br />operate at worse than Level of Service (LOS) D and to determine what mitigations would be <br />necessary if level of service standards are exceeded. Seven intersections were analyzed for this <br />study. These are listed below and shown in Figure 1. <br />1. Davis Street/East 14th Street <br />2. Davis Street/Hays Street <br />3. Davis Street/Carpentier Street <br />4. Davis Street/San Leandro Boulevard <br />5. Davis Street/Alvarado Street <br />6. Davis Street/Wayne Avenue/Preda Street <br />7. Davis Street/Pierce Avenue/Douglas Drive <br />Three near-term scenarios were addressed in the study: <br />Existing Conditions - Current (1999) traffic volumes and roadway <br />conditions. <br />Existing plus Project -This scenario adds traffic from the proposed project to <br />the current (1999) traffic volumes. <br />Existing plus Project plus Future Projects -Similar to the Existing plus <br />Project Scenario but with traffic added from future developments near the <br />Project in the City of San Leandro. <br />Summary <br />Under Existing Conditions, six of the seven study intersections operate at acceptable service levels. <br />The intersection of Davis Street/Carpentier Street operates at LOS F. Under the Existing plus Project <br />and Future Growth Scenarios, all of the study intersections are projected to continue to operate at <br />similar service levels to Existing Conditions. The intersection of Davis Street/Carpentier .Street is <br />expected to continue to operate at LOS F.
