• <br />Figure 4 illustrates the trip distribution assumptions for the proposed project. The project trips were <br />assigned• to the study intersections using these trip distribution assumptions to develop forecasts for <br />project traffic volumes at the study intersections. Figure 5 illustrates the Existing plus Project peak <br />hour turning movement volumes. <br />Level of Service Analysis -Existing plus Project <br />Under this Scenario, all study intersections are projected to operate at similar service levels as the <br />Existing Conditions. The STOP-controlled intersection of Davis Street/Carpentier Street would <br />continue to operate unacceptably at-LOS F during the a.m. and p.m. peak hours. With the addition of <br />a westbound Davis Street left-turn lane and a southbound Carpentier Street right-turn lane, this <br />intersection is expected to operate at acceptable service levels as a whole. However, during the p.m. <br />peak hour the minor movements would continue to operate at LOS F. The southbound left-turn <br />movement from Carpentier Street would experience the greatest delays during the a.m. and p.m. peak <br />hours. <br />The remaining study intersections would continue to operate at acceptable service levels, LOS C or <br />better. The results of the level of service analysis performed for this scenario are contained in Table <br />III.
