C <br />• <br />construction, the distance between construction activities and the nearest noise-sensitive uses, <br />and the existing noise levels at those uses. <br />Table 1 shows typical noise levels generated by construction of commercial buildings. As <br />shown in Table 1, the noisiesE phases of construction would generate approximately 89 Leq at 50 <br />feet. The receptors nearest proposed construction activity would be the existing residences on <br />Lille Street, Pershing Drive, and Carpentier. Street, as~close as 100 feet from the nearest proposed <br />structure. <br />Noise from construction activity generally attenuates (decreases) at a rate of 6 to 7.5 dBA per <br />doubling of distance. Assuming an attenuation of 6 dBA per doubling of distance, construction <br />noise during the noisiest phases of construction (89 Leq at 50 feet) would generate noise levels <br />of approximately 83 Leq at the nearest residences (Carpentier Street), 100 feet from the closest <br />building construction. Single family residences on Pershing Drive and Lille Street would receive <br />an additional 2 dBA of attenuation from existing creekside vegetation, resulting in noise levels of <br />81 dBA. <br />Given ambient noise levels at these residences, construction noise would be noticeable but would <br />be partially masked by existing roadway noise sources during daytime periods. Additionally, <br />many residences are less occupied during the daytime. During nighttime, temporary <br />construction-related noise could be more noticeable (since background noise is lower) and could <br />annoy the closest residents given the more sensitive nature of the nighttime period. Therefore, <br />without appropriate limitations on allowable hours of construction, this temporary impact would <br />be significant. . <br />Mitigation Measure 1: To reduce the construction noise effects, the City shall require <br />construction contractors to limit noisy construction activities to the least noise-sensitive <br />times of day and week (e.g., 7:00 a.m. to 6:00 p.m., Monday through Friday). <br />Level of Significance After Mitigation: Less than Significant <br />1~~. <br />
