VII. CONFORMANCE WITH FIVE-YEAR IMPLEMENTATION PLAN <br />The primary Five -Year Implementation Plan program objective for the City of San Leandro <br />Plaza 2 Redevelopment Project Area is to eliminate conditions which negatively impact <br />economic development of the community by acquiring, removing, consolidating, and <br />rehabilitating substandard properties. Furthermore, the Implementation Plan also establishes a <br />priority objective of increasing the community's economic base by encouraging investment in <br />the redevelopment project area. <br />The Agency has determined that a high quality office complex as provided in the Agreement <br />offers the best complementary use for other uses and activities in the Davis Street Corridor. The <br />Minimum Project will be developed in the near-term and it will maximize the Site's ability to <br />draw additional uses to the downtown. As such, the Minimum Project will increase the real <br />property tax base within the City of San Leandro Plaza 2 Redevelopment Project Area.
