MINUTES Page I1 <br /> City of San Leandro City Council. San Leandro Parking Authority, San Leandro Public Financing Authority, and San <br /> Leandro Redevelopment Agency Joint Meeting —June 21, 2010 <br /> to be made if revenues did not increase, and that the General Fund reserves would fall to <br /> a dangerously low level. <br /> Vice Mayor Reed commented on the dire state of the City's budget, and expressed <br /> support for moving the matter forward. \'ice Mayor Reed stated, "I definitely would <br /> approve the staff preparing the documents pertaining to placement of the tax revenue <br /> measure; and, if possible, keeping in mind what Councilmember Stephens has just <br /> stated, they could give us perhaps what it would look like if we kept the measure for <br /> four years, versus five years, versus seven years; some type of analysis of what that <br /> would look like." <br /> A motion was made by Vice Mayor Reed, seconded by Councilmember Prola, to <br /> prepare the documents pertaining to placement of a proposed '/� cent sales tax measure <br /> on the November 2010 ballot, for consideration at the July 19, 2010 meeting. <br /> Councilmember Starosciak stated, "So, some of the questions 1 would like to have <br /> answered in that documentation is: What does the Citizen's Advisory Oversight <br /> Committee look like and how is it selected? Why you chose seven, versus eight, versus <br /> 20, versus three? I think that's a very valid question. 1 think we're all curious about <br /> that. And, my final question would be about the annual independent audit. What does <br /> that mean? What does "independent" mean; to explain what that looks like." <br /> Councilmember Gregory stated, "I agree, the seven year is questionable. On the one <br /> hand, our intent here is to weather the storm, and it is questionable whether it is another <br /> two years or another three years. Seven could be a little broad, so that's something we <br /> should discuss." He noted that earlier polling indicated overwhelming support for the <br /> measure. He commented on the mounting distnist by residents toward state and federal <br /> legislators, the interest in having control over local revenues. and the success by other <br /> local agencies with similar revenue measures. Councilmember Gregory suggested <br /> looking more closely at the seven -year sunset and the audit components of the measure. <br /> Councilmember Prola commented that in the polling, seven years was the limit that <br /> voters would accept. He noted that all signs point to a slow economic recovery, and he <br /> expressed support for a longer sunset, to ensure the City could weather the prolonged <br /> recession. <br /> Mayor Santos suggested applying a portion of the revenues to reserves. <br /> • Minute Order No. 2010 -033, Motion Directing Staff to Prepare Documents <br /> Pertaining to Placement of a Proposed 1/4-Cent Sales Tax Revenue Measure on the <br /> November 2010 Ballot and Bring the Infommation for Consideration at the July 19, <br /> 2010 City Council Meeting. <br /> The City Council directed staff to prepare documents pertaining to <br /> placement of a proposed 1/4 -cent sales tax revenue measure on the November <br />
