responsibilities of the Homeowners' Association, including but not limited to, <br /> inspection and maintenance of the parkland and common property, landscaped areas, <br /> fire access, gates, perimeter fencing, the private storm drain and sanitary facilities and <br /> soundwall maintenance. The CC &Rs shall also describe how the stormwater BMP's <br /> associated with privately owned improvements and landscaping shall be maintained by <br /> the association. <br /> 13. "No Parking Any Time" signs shall be installed, and enforced by the Homeowners' <br /> Association through the CC &R, along the private access easements and throughout <br /> the development to provide emergency vehicle access as directed by the Fire <br /> Department and the City Engineer. <br /> 14. The Fire Department and the City's Transportation Administrator shall approve in <br /> writing, the parking plan and plan for marking curbs throughout the development. <br /> 15. During construction, the Fire Department will need access to the project site and open <br /> space for possible response to fire and medical emergencies. Prior to grading permit <br /> approval, a plan for emergency access shall be submitted to the Fire Department for <br /> review and approval. <br /> 16. The Subdivider shall obtain an Encroachment Permit from the Engineering and <br /> Transportation Department prior to beginning any work within any public right -of- <br /> way. <br /> 17. Prior to approval of the first final map, Subdivider shall submit a street name list for <br /> this development phase for the review and approval of the Fire Department, Police <br /> Department, the City Engineer and the Development Services Director. <br /> 18. Addresses for each unit shall be assigned by the City based upon the street or court, <br /> which the front door of the unit faces. <br /> 19. Prior to the recordation of any final map with the Alameda County Recorder, the <br /> Subdivider shall submit to the City Engineer a computer disk with a file of the points <br /> and lines of the final map in an AutoCAD readable format compatible with the City's <br /> Automated Mapping System. <br /> 20. All certifications and approvals as required by the Floodplain Administrator in <br /> accordance with local state and federal requirements shall be in place prior to the <br /> approval of the first Final Map. <br /> 21. Prior to issuance of building permits for the project, the Subdivider shall obtain City <br /> Council approval of Tentative and Final Subdivision Maps, and enter into Subdivision <br /> Improvement Agreement and other agreements required by the City Engineer. <br /> q9 7 <br />
