8. The Urban Runoff Clean Water Program requires that all runoff be treated to remove <br /> sediment and water borne pollutants prior to discharge into a public facility. If <br /> filtration type catch basins are used, the CC &Rs shall specify the responsibility of the <br /> Horne Owners' Association to regularly inspect and maintain the filteration systems. <br /> Such inspection and maintenance shall include replacing the inlet filters a minimum <br /> of two times each calendar year. <br /> 9. All on -site storm drain inlets must be labeled "No dumping — Drains to Bay" or <br /> equivalent using methods approved by the City or County. All on -site storm drains <br /> must be cleaned at least twice a year and immediately prior to the rainy season. <br /> Additional cleaning may be required by the City Engineer. <br /> E. WATER SYSTEM <br /> I . Prior to approval of the first Final Map for the project, the Subdivider shall submit <br /> signed agreements with EBMUD, for the construction of the proposed water main <br /> connections. <br /> 2. Prior to issuance of the first building permit, all proposed water main construction <br /> and improvements in Fremont Avenue and Chapman Road, should be completed, <br /> unless other fire fighting measures, acceptable to the Fire Marshal, are made available <br /> on site during construction. <br /> 3. On site EBMUD street fire hydrants with minimum fire flow and spacing in <br /> accordance with the San Leandro Uniform Code will be required. Prior to <br /> installation, the Fire Department shall approve the location of the fire hydrants. A <br /> water supply shall be in place prior to combustible material being moved into any <br /> phase of the project. <br /> F. SANITARY SEWER SYSTEM <br /> I. Sanitary sewer service to the project is proposed by connections to Oro Loma facilities <br /> and City maintained facilities Flowing into the Oro Loma System. Prior to the approval <br /> of the first Final Map, the Subdivider shall submit a copy of the signed agreement with <br /> Oro Loma for the proposed sanitary sewer connection. In addition, the Subdivider shall <br /> evaluate the capacity of the existing City maintained facilities effected by the increased <br /> flows from the project site. The evaluation shall identify any capacity deficiencies and <br /> required improvements to meet the needs of the project. All required improvements are <br /> subject to the review and approval of the City Engineer and shall be constructed as part <br /> of the Subdivision improvements. <br /> 2. The Subdivider shall install manhole(s) at the point(s) of connection of private sewers <br /> to public sewers to clearly demarcate maintenance responsibilities. <br /> 4 • <br />
