• Minutes - San Leandro City Council Meeting - January 16, 1996 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> Jeff Houston, 1465 Burkhart Avenue, representing Citizens for <br /> Alameda's Last Marshlands, said the original wetlands enhancement <br /> report submitted to the Corps of Engineers showed channels, which <br /> were removed from subsequent plans because the bioassay testing <br /> required by Fish and Game revealed that wildlife died in some <br /> areas. Now consultants are saying the hydraulic plan has changed <br /> and that's why they are not digging channels. San Leandro will <br /> own this property and toxins may become San Leandro's problem. <br /> The park in the buffer zone is in violation of the Initiative. <br /> San Leandro needs park space. Houses will be built on an area <br /> that was a dump; this is a bad precedent. The 20' mound is <br /> contaminated material which the City will own. Citation's plans <br /> are in violation of the Initiative. <br /> Jim Prola, 2234 Belvedere Avenue, said Citation's record with <br /> Sandpiper is bad. The developers didn't do things at Roberts <br /> Landing because they wanted to but because they were forced to by <br /> Measure D. Citation did not fully comply with Measure D, thus <br /> opening the possibility of a lawsuit. <br /> Bea Bolesworth, 1850 Dayton Avenue, said emergency access is not <br /> adequate, and there is no access if there is a train accident or <br /> an earthquake. Graffiti is currently a problem. Marina Vista is <br /> not all sold yet. She questioned where children will attend <br /> school, said the airplane noise is loud when planes take off from <br /> the south, and asked why the slough was changed. She said there <br /> was a clean beach which is now disappearing and being replaced by <br /> non - native grass. She did not see anyone trying to collect salt <br /> marsh mice for Phase 3. Many mice died, some went to Mission Bay <br /> Mobilehome park. <br /> Darlene Evans, 361 Bristol Boulevard, said two lots should be <br /> turned into park and there should be a bird sanctuary. She said <br /> San Leandro's tidal model is different from Alameda's, the <br /> interpretive center should be computer- operated, there are no <br /> designated biking or skating areas, and there are no child care <br /> centers. She said Citation should give just a little bit more. <br /> Lou Filipovich, 15376 Laverne Drive, spoke regarding liability <br /> and private property rights. He said no costs for this <br /> development should become the responsibility of any other <br /> homeowner in San Leandro. <br /> There being no further comments from the public, on motion of <br /> Council Member Polvorosa, seconded by Council Member Loeffler, <br /> and carried by a majority vote (7), the Public Hearing was <br /> closed. <br />
