<br /> A. Matter of Appeal by Western Specialty Waste. Inc.. of Board of Zoning
<br /> Adjustments' Denial of CU- 94 -14; Conditional Use; Operation of a
<br /> Transfer Station for the Collection and Processing of Construction
<br /> Debris and Other Recyclable Materials, Including Wood, Concrete, Sheet
<br /> Rock, Tires, Miscellaneous Waste and Household Waste as Generated by
<br /> Self Haulers (Homeowners), Including the Grinding of Tires, Concrete,
<br /> and Wood for Recycling to Be Operated on a Portion of a 21 -Acre Site;
<br /> 2500 Davis Street; Assessor's Parcel Number 79A- 515 -2 -8; Western
<br /> Specialty Waste, Inc. (c /o Calvin- Brown); IG General Industrial

<br /> This being the time and place for the Public Hearing on the above
<br /> matter, the City Clerk noted the applicant and staff requested that
<br /> this matter be continued to the February 20, 1996, City Council
<br /> meeting.
<br /> The following Motion was then introduced:
<br /> On motion by Council Member Myers, who moved its approval, seconded by
<br /> Council Member Loeffler, and carried by a majority vote (7), the City
<br /> Council continued the matter of Appeal by Western Specialty Waste,
<br /> Inc., of Board of Zoning Adjustments' Denial of CU -94 -14 to the
<br /> February 20, 1996, City Council Meeting.
<br /> B. Matter of Appeal by James C. Prola and Alfred J. Fernandes of Board of
<br /> Zoning Adjustments' Approval of CU- 95 -17; Conditional Use; to Construct
<br /> a 122 -Unit, Extended -Stay Hotel (Marriott Residence Inn), Including
<br /> Four, Two -Story Buildings, One, Three -Story Building, and Parking; 80
<br /> San Leandro Marina (South Dike Road and Neptune Drive); Assessor's
<br /> Parcel Numbers 80G- 900 -2 -2, 4, 1 -6; JBN Company /John B. Norton,
<br /> Applicant; CR Commercial Recreation District. (1098)
<br /> This being the time and place for the Public Hearing on the above
<br /> matter, June Catalano, Development Services Director, said this project
<br /> meets a number of objectives for the Marina itself. It reuses the old
<br /> boatworks site, will attract additional visitors to the Marina who will
<br /> take advantage of the golf courses and restaurants, will provide
<br /> approximately $600,000 a year in lease revenues and transient occupancy
<br /> taxes, will be a business - oriented facility that will be attractive to
<br /> people who fly into the Oakland Airport, and will benefit local
<br /> businesses and industries who need extended -stay facilities for out -of-
<br /> town personnel. It was considered by the Board of Zoning Adjustments
<br /> on December 7, 1995, and approved unanimously.
<br /> Steve Emslie, Planning Manager, presented the staff report. He
<br /> described the project, including the location of the units in a "U"
<br /> shape to take advantage of the bay views. He said maximum occupancy
<br /> would occur during the week, whereas other Marina area uses peak during
<br /> the weekend, so there would be some sharing of parking. He said the
<br /> project meets several planning objectives.
