• <br /> Minutes - San Leandro City Council /Redevelopment Agency Meeting Page - 6 - <br /> February 5, 1996 <br /> PUBLIC HEARINGS (continued) <br /> Jim Dupont, President of the Hotel and Restaurant Employees Union, 548 <br /> 20th Street, Oakland, said this is about standard of living. He <br /> questioned whether this development creates good jobs for everyone in <br /> San Leandro. He said the closing of the Blue Dolphin and Emil Villa's <br /> will result in the closure of the last hospitality facilities that pay <br /> full benefits for workers. The proposed development won't provide what <br /> it takes to live. He asked for a continuance until an EIR assesses <br /> those kinds of factors and the effects on working people. <br /> Owen Marron, Alameda Central Labor Council, said a significant portion <br /> of their members live here, are property owners, taxpayers, and voters. <br /> He noted the 580 -680 interchange constructed by Caltrans used an out - <br /> of -state contractor and resulted in substandard work and no women or <br /> minority firms were used. Caltrans was forced to cancel the contract, <br /> at a cost of $5 million to retrofit the work. He said, if a decent <br /> wage and benefits are not provided, the community suffers because <br /> people cannot live in a decent place or send their kids to school, and <br /> crime increases. Union members are decent, pay their taxes, and vote. <br /> On behalf of the labor movement, he requested a delay to work out <br /> differences and make sure proper procedures are followed. <br /> Tom Guarino, San Leandro Chamber of Commerce, said he hopes things can <br /> be worked out in a peaceful, productive fashion. He said the Chamber <br /> is supportive of projects at the Marina and the need to meet <br /> challenges. He said he was present to reaffirm and underscore June <br /> Catalano's comments. He said there is an orderly process for this site <br /> as well as others in the Marina, and he is confident the Council will <br /> address issues. He said there is clearly a need for facilities of this <br /> nature to provide for long -term residential stays, conferences that <br /> attract those types of businesses and expose them to San Leandro and <br /> create jobs. He said the project will provide $600,000 at a time when <br /> the Marina is facing serious revenue questions, and this is a great <br /> opportunity to attract revenues from outside the area. He said the <br /> Council should proceed judiciously with this project and plans for the <br /> Marina. <br /> Lou Filipovich, 15376 Laverne Drive, said the taxpayers own the Marina. <br /> He said the Conditional Use could be resolved by a civil court. He <br /> said he is a candidate for public office and therefore removed himself <br /> from further participation. <br /> Larry Norry, 2532 Williams Street, President of Mulford Gardens <br /> Improvement Association, said the EIR was completed three or four years <br /> ago and should be done all over again. He said the developer couldn't <br /> find any money; now he only put up $25,000. He said the original plans <br /> were for a two -story facility with 105 units; now another story and 16 <br /> more units have been proposed, which takes away from views and creates <br /> more traffic. He said the residence inn will have traffic all week, <br /> including weekends. He is concerned about traffic and noise. He said <br /> the EIR should be done all over again. <br />
