She said her family -owned business searched for their current <br /> site for a long time. They want to add on but were denied due to a <br /> moratorium. She said people are powerless with eminent domain, and it <br /> is not fair to residents or owners. She said there is room for <br /> improvement, and they are willing to do it. She asked why residential <br /> units are excluded. <br /> The City Manager said there are no definitive plans for the area. He <br /> said there are 19 acres, with inadequate water, sewer, electrical <br /> power, fire hydrants, or access for development. The area has not <br /> developed on its own over time, and the development of infrastructure <br /> facilitates change. He discussed how improvements have historically <br /> been built by developers or by assessment districts. He said there <br /> have been discussions with property owners in the Peralta Area to <br /> improve the area. <br /> Mayor Corbett noted that property owners weren't interested in an <br /> assessment district at the time meetings were held. <br /> Charles Wells, 2358 Longview, Owner of 851 Peralta Avenue, said the <br /> slides showed only the bad areas, not the positive improvements. He <br /> said his property does not have any hazardous waste, toxins, shabby <br /> buildings, or deterioration. They operate Statewide Concrete Barriers, <br /> with 35 employees. He said he dislikes the idea that they can be <br /> displaced within 90 days. He said the City tells them reimbursement <br /> and relocation will be provided but never shows them anything. He said <br /> the City does not realize the costs involved in changing locations and <br /> the impact on employees. He said the City has to show him something if <br /> they want a positive response. <br /> Mayor Corbett said the City is required by law to provide relocation, <br /> fair market values, etc. <br /> Martin Harvey, representing the Altknow family, 753 -755 Peralta Avenue, <br /> said the Peralta Area is industrial land use, except for the nursery <br /> site that is vacant and needs economic rehabilitation, which is why the <br /> nursery owner wants eminent domain. He said his clients' property is <br /> well- maintained industrial property with no contamination. He said <br /> they have leased the property to Durham Transportation, a school bus <br /> transportation company, which has over 100 people on the site. He said <br /> industrial property, by its nature, is underdeveloped. He said the <br /> Council should give property owners a chance to put in the <br /> infrastructure via an assessment district. <br /> Rod Krug, 1655 View Drive, Owner of 800 Peralta Avenue, said he does <br /> not know why his property was included. He said he was told when the <br /> property was included in the Redevelopment Area that the Redevelopment <br /> Agency money would construct the infrastructure. He was also told <br /> there would be no eminent domain. He said this is an industrial area <br /> that serves well. His tenants employ 27 people. He said he is against <br /> eminent domain. <br />
