Minutes - San Leandro City Council Meeting - June 3, 1996 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> • <br /> Darlene Evans, 361 Bristol Boulevard, said she has had many jobs, <br /> including one at the Center. She said there were many problems at <br /> the Center with electrical fires. This will be good if it puts in <br /> new roofing or parking. <br /> Business Owner, 138 Pelton Center, said there is currently not <br /> • enough parking. He agreed with all the positive things that have <br /> been said. Tenants are very excited about the project. <br /> Al Rosenga, 534 Parrott Street, said it is a mistake to put parking <br /> spaces on Parrott Street right now. Big trucks use the street even <br /> though they are not supposed to. There are not enough signs on E. <br /> 14th Street to keep trucks out. Signs on Washington and Parrott are <br /> covered by trees. He requested, on behalf of himself, the Peralta <br /> Homeowners Association, and the neighbors, that authorization to <br /> execute the contract for redesign of Parrott Street not be approved; <br /> he said the project should be designed by City staff and someone <br /> from outside should not be hired. In response to Council questions, <br /> he said parking should not be changed until absolutely necessary, <br /> after a review of changes in parking patterns. He said there have <br /> been many close calls on Estudillo Avenue. <br /> Gary Kruger, Transportation Administrator, explained design proposal <br /> and the angled parking concept. He said the literature shows that <br /> angled parking on streets such as Parrott does not lead to an <br /> increase in accidents. He said the design contract is necessary to <br /> meet the Thanksgiving deadline, and staff cannot do the work unless <br /> all other City work is put on hold. Since E. 14th Street is a State <br /> highway, a Caltrans permit is needed for the work to be done at the <br /> intersection of Parrott and E. 14th. He noted Parrott Street is not <br /> a truck route. <br /> Michele Berntson, 20 Begier Street, said Pelton Center used to be <br /> pedestrian oriented. She said a craft or toy store is needed in San <br /> Leandro. She said any new stores should not take business away from <br /> existing stores in the area. She said youth should be asked to work <br /> on the design so they will appreciate the Center and not vandalize <br /> it. <br /> There being no further comments from the public, on motion by <br /> Council Member Galvan, seconded by Council Member Young, with <br /> Council Member Loeffler absent (1), and carried by a majority vote <br /> (6), the Public Hearing was closed. <br />
