Matter of Proposed Increases in Fees and Charges for Services Provided <br /> by City Departments, Fees and Charges for Refuse and Recycling Services <br /> Charges. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, presented the staff report. He <br /> discussed the three categories of fees: general fees for services, <br /> building regulation fees, and refuse and recycling fees, and the method <br /> for evaluating fee increases. <br /> Mr. Jermanis discussed the recycling fees which resulted from approval <br /> of a contract with San Leandro Recycling. He said staff still <br /> recommends a 10% reduction in green waste collection costs for multiple <br /> family dwellings. <br /> Wandzia Grycz, Assistant City Manager, discussed a letter from RHO <br /> asking that this matter be continued and consideration be given to <br /> further reductions in green waste fees for multiple dwelling units. She <br /> explained that staff met with San Leandro Recycling, who said they would <br /> have to recommend raising single family residential rates to lower <br /> multiple residential rates. She said staff recommended approval of the <br /> $4.80 rate for multiple dwelling units in excess of five units and noted <br /> this was less than the $5.10 rate for single family units. <br /> The Hearing was opened to the public. <br /> Lee Ness, 2321 Belvedere Avenue, said equity in the green waste rates is <br /> important. He has a gardener and rarely uses his green waste container, <br /> but if the rate is raised he would not use it at all. <br /> There being no further comments, on motion of Council Member Galvan, <br /> seconded by Council Member Glaze, with Mayor Corbett and Council Member <br /> Loeffler absent /excused, and carried by a majority vote, the Public <br /> Hearing was closed. <br /> The following Resolutions were then introduced: <br /> Resolution No. 96 -94, Resolution Amending Title 6, Chapter 4 of the San <br /> Leandro Administrative Code Relating to Fees .and Charges for Services <br /> Provided by City Departments (provides for annual increase in user fees <br /> and charges for services provided by City departments, effective July 1, <br /> 1996). <br /> Introduced by Council Member Young, who moved its adoption, seconded by <br /> Council Member Polvorosa, with Mayor Corbett and Council Member Loeffler <br /> absent /excused (2), and carried by a majority vote (5). <br />
