Minutes - City of San Leandro City Council and Page - 16 - Redevelopment Agency Meeting - August 19, 1996 7. OPEN FORUM Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. 7.1 Frank Garcia, asked for clarification on the definition of a Saturday Night Special. He does not support the gross receipts tax ordinance. He asked the City Council to talk to Caltrans about the construction on the freeway. The Mayor noted that staff has been in contact with Caltrans and provided him with the name of the staff member to contact for an update. 7.2 Cary Walker stated that the Council should let the community vote about gun issues. 7.3 Barbara Gomez said she could no longer go to Lyon's Restaurant after midnight. She stated that Lyon's management said it was because of violence in the area. She asked that the City Council be concerned about a lack of places to go out to in the evening. 7.4 Arnold Coply stated that he did not agree with passing the gun ordinance without any definitions. He is concerned about children and violence. 7.5 Lou Filipovich commented on the Jarvis Initiative and cottage industries; he said the use of outside contractors means more funds being taken from taxpayers. He said the people will vote for what they want; they need to participate. 7.6 Darlene Evans thanked the City Council for their vote. She noted the Memorial Grove and Flag Project committee. She said she has had some dealings with the Police Department and that some citizens have questions about their roles as citizens. She suggested a training program for citizens. 8.
