NEW BUSINESS (CONTINUED) <br /> Items Removed from the Consent Calendar. <br /> 5.11 Matter of Deleting and Designating Stop Signs, Intersections, Donna Street <br /> and Lillian Avenue (provides for deleting three -way stop at Donna Street <br /> and Lillian Avenue and replacing with a stop sign at Lillian Avenue, <br /> northbound approach). Removed from the Consent Calendar to New Business. <br /> Engineering and Transportation Director Bill Algire presented a staff <br /> report and displayed a site map for reference. He said the issue goes back <br /> to 1966. He said staff did not have a recommendation and was willing to <br /> comply with the petitioners' request for removal of the stop signs. He said <br /> in 1990 the issue had been brought up by the Halcyon - Foothill Homeowners' <br /> Association. <br /> Vice Mayor Polvorosa cited an earlier speaker commenting on neighbors <br /> speeding in the area. He also noted that the petitioners were from Lillian <br /> Avenue only. <br /> Council Member Young said she uses the route daily. She did not recall <br /> seeing excessive speeding. She said there seemed to be a lack of <br /> information from the surrounding area other than on Lillian. Upon her <br /> request, staff clarified the petition process. Bill Algire said that, if <br /> the City Council felt the petitions did not fully represent the area, staff <br /> could approach them for additional information. Council Member Young noted <br /> her concern that, if the two signs are removed, speeding traffic may <br /> eventually become a problem. She asked that the item be continued to <br /> October 21, 1996, so that she could conduct a survey of the residents. <br /> Mayor Corbett noted the entire issue should be looked into since it may be <br /> problematic to replace stop signs for a second time. She also asked staff <br /> to review the safety issues. <br />
