Approved as amended. 5.2 Minutes of the Meeting of September 16, 1996. Continued from the October 21, 1996, City Council Meeting. Approved as submitted. 5.3 Resolution No. 96 -177, Resolution Approving Amendment No. 1 to the Contractual Services Agreement with Bay Area Economics (BAE), in the Amount of $9,000 for Services Required to Complete the Economic Development Strategy. (2323) 5.4 Resolution No. 96 -34, Resolution of the San Leandro Redevelopment Agency Approving an Amendment to the Owner Participation Agreement for the Mission Bell Apartments & Stores, Inc., at 112 Garcia Avenue for Seismic Retrofitting and Architectural Improvements and Appropriating Funds Therefore (Owner David C. Jorgensen) (approves $60,000 additional work required during the course of the seismic retrofit construction). 6. NEW BUSINESS 6.1 Resolution Appointing Member to Planning Commission (District 2) - Thomas Burpee. Council Member Young said it is a delight to introduce Thomas Burpee as the District 2 representative to the Planning Commission. She said he was raised in San Leandro and works here as well. She said he comes from a very historical family and noted that his family was in attendance this evening. His background includes the Pelton Family, who built Pelton Center, a former City Manager and Mayor, and charter member of the Alta Mira Club. She said he and his family have very strong ties to the City, are committed to its future, and he has stated that he appreciates the opportunity to give something back to the City that has been such an important part of his life and his history ".
