Minutes - City of San Leandro City Council and Page - 12 -
Redevelopment Agency Meeting - November 18, 1996
4.10 Tom Blackadar, 794 Estudillo Avenue, commends the original organizers
in trying not to divide streets or neighbors. He noted the original
circle was unacceptable and said it was not a reasonable test. As a
result, Estudillo Avenue continues to get worse, and people cannot
pull out of their driveways. He supports the overall plan but urges
the Council to address the issue throughout the area and include the
problem on Estudillo Avenue.
4.11 Donna Caporusso, 831 Joaquin Avenue, said she admires the work the
Carlson's have conducted to date. She likes the idea of a stop sign;
she feels the street is too narrow. She supports removing the
circles because they are too dangerous.
4.12 Ray Fratangelo, 964 Estudillo Avenue, said he thinks the blue
informational sign on Joaquin is illegal. He suggested the left turn
onto MacArthur Boulevard be split, as well as re- phasing the traffic
signals on Estudillo Avenue. If the left turn is delayed, then
people will be able to exit from their driveways. He said traffic
has got to be controlled.
4.13 Joseph Guerrero, 956 Estudillo Avenue, said traffic is too fast on
Estudillo Avenue. He is concerned about schools in the area. He
said an earlier report noted 13,000 cars, now they are reporting
14,000. He said Mr. Kruger stated that nothing would be done on
Estudillo; he would like to know why. He said drivers are leaving
580 and using Estudillo to reach 880. He said no information has been
reported about Estudillo Avenue.
4.14 Jan Corlan, 808 Estudillo Avenue, asked why Estudillo Avenue was
removed from the Study. She said she will not tolerate cars driving
50 -60 miles per hour. She said the speeding has increased. She said
it is posted at 25 miles per hour but no one drives at that speed.
She said she is generally in agreement with the speed -hump program
but does not want Estudillo Avenue traffic to continue to get worse
as a result. She noted that many cars are driving on Estudillo
Avenue every Sunday evening at 11:10 p.m.
4.15 Carey Walker, 471 Santa Monica, asked what year the furlough was
started. Mayor Corbett noted that it began in the 1991 -92 fiscal
year. Interim City Manager Wandzia Grycz noted there was a Task
Force of 51 people and that their actions resulted in a furlough.
Mr. Walker noted the Daily Review article. He commented on pay
raises while other employees were laid off. Ms. Grycz identified all
of City Hall as having been closed during that time.
