Section 3 -14 -635. Development of a Slug/Spill Control Plan. <br /> All Users, including SIUs, are required, when requested by the City, to develop and <br /> implement a Slug/Spill Prevention Plan. Each plan shall include as a minimum; discharge <br /> practices (including non - routine batch discharges), guidelines for storage of chemicals, location <br /> of chemical storage, procedures to notify the POTW immediately of slug discharges, operation <br /> and maintenance procedures, general housekeeping practices, training programs, and other <br /> important information as required. <br /> Section 3 -14 -640. Private Sewer Laterals and Sewer Overflows. <br /> The operation, maintenance, and repair of private sewer laterals are the responsibility of <br /> the property owner or User. Any person, firm or corporation responsible for a sewer overflow <br /> shall take immediate action to contain, control, and cease the unauthorized discharge and <br /> institute and complete all actions necessary to remedy the effects of such unauthorized discharge, <br /> whether sudden or gradual, with the cost borne by the discharger. When deemed necessary by <br /> the Manager, clean -up of the discharge may be initiated by the City or by an authorized <br /> individual or firm. All costs associated with such clean -up shall be borne by the owner, User or <br /> other person responsible for the sewer overflow. <br /> ARTICLE 7. MONITORING AND INSPECTION <br /> Section 3 -14 -700. Sample Collection. <br /> The collection of samples of wastewater for the measurement of constituents controlled <br /> by Sections 3 -14 -300 through 3 -14 -310 of this Chapter shall be at the combined facility <br /> discharge. The collection of samples of wastewater for the measurement of constituents <br /> controlled by National Pretreatment Standards are specified in the applicable Federal Regulation <br /> and may be at the discharge of the regulated process, or after pretreatment of federally regulated <br /> process flows, and prior to the addition of diluting waters. <br /> Section 3 -14 -705. Self - monitoring. <br /> Where self - monitoring is required, such monitoring shall be provided by the User at the <br /> User's expense, using a laboratory certified by the State and approved by the City to perform said <br /> analysis. <br /> Section 3 -14 -710. Monitoring Facilities. <br /> The Manager may require the User to construct, at the User's own expense, monitoring <br /> facilities to allow inspection, sampling, and flow measurement of the building sewer or internal <br /> drainage systems and may also require sampling or metering equipment to be provided, installed, <br /> and operated at the User's expense. The monitoring facility should be situated on the User's <br /> premises, but the City may, when such a location would be impractical or cause undue hardship <br /> on the User, allow the facility to be constructed in the public right -of -way area and located so <br /> that it will not be obstructed by landscaping or parked vehicles. <br /> 25 <br />
