t.• <br /> 21065 based on the finding that this Ordinance is not a "project" within the meaning of Section <br /> 15378 of the CEQA Guidelines. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> DOES ORDAIN AS FOLLOWS: <br /> PART ONE: INTRODUCTION <br /> This Fifth Amendment to the Redevelopment Plan for the Alameda County — City of San <br /> Leandro Redevelopment Project (the "Amendment ") sets forth certain amendments (contained in <br /> Part Two below) to the Redevelopment Plan for the Alameda County — City of San Leandro <br /> Redevelopment Project adopted by the City Council of the City of San Leandro pursuant to <br /> Ordinance No. 93 -012 dated July 12, 1993 and approved by the Board of Supervisors of the <br /> County of Alameda on July 14, 1993 (as previously amended, the "Plan "). <br /> The redevelopment project area (the "Project Area ") established by the Plan contains <br /> property located within the City of San Leandro and property located within the unincorporated <br /> territory of the County of Alameda. As proposed by Health and Safety Code Section 33210.5, <br /> this Amendment provides generally for the City of San Leandro Redevelopment Agency to <br /> exercise redevelopment powers pursuant to the Plan with respect to the portion of the Project <br /> Area within the City of San Leandro and for the Alameda County Redevelopment Agency to <br /> exercise redevelopment powers pursuant to the Plan with respect to the portion of the Project <br /> Area within the unincorporated territory of the County of Alameda. <br /> The Alameda County Board of Supervisors (the "Board of Supervisors ") adopted <br /> Ordinance No. 0 -92 -71 designating the San Leandro Redevelopment Agency as the <br /> Redevelopment Agency for the Alameda County — City of San Leandro Redevelopment Project. <br /> This delegation of redevelopment authority to the City of San Leandro is no longer necessary or <br /> desirable, and Ordinance No. 0 -92 -71 must be rescinded in conjunction with the proposed 2001 <br /> Amendment to the Redevelopment Plan for the Alameda County — City of San Leandro <br /> Redevelopment Project. <br /> • <br /> PART TWO: AMENDMENTS TO THE PLAN <br /> Note: Text that is added to the Plan pursuant to this Amendment is underlined below for <br /> reference purposes only. <br /> A. Amendments To Section 200 (General Definitions) <br /> 1. Definition B in Section 200 of the Plan is revised in its entirety to read as follows: <br /> "B. "Agency" means, with the exception set forth in the following sentence, <br /> the City of San Leandro Redevelopment Agency for the portion of the Project <br /> Area within the City of San Leandro and the Alameda County Redevelopment <br /> Agency for the ponion of the Project Area within the unincorporated territory of <br /> the County of Alameda.
