• <br /> SAN LEANDRO MUNICIPAL CODE <br /> TITLE VI VEHICLES <br /> CHAPTER 6 -6 TAXIS <br /> ARTICLE 1. DEFINITIONS <br /> 6 -6 -100 DEFINITIONS. <br /> Unless the context otherwise requires. terms used in this Chapter are defined as follows: <br /> (a) CITY. "City" shall mean the City of San Leandro. <br /> (b) CITY MANAGER. `City Manager" shall mean the City Manager of the City of San <br /> Leandro. <br /> (c) CHIEF OF POLICE. "Chief of Police" shall mean the Chief of Police of the City of <br /> San Leandro or his or her designee. <br /> (d) DRIVER. `Driver' shall mean a person in direct and immediate possession or <br /> charge of driving or operating any taxicab for compensation. <br /> (e) FINANCE DIRECTOR. "Finance Director" shall mean the Finance Director of the <br /> City of San Leandro or his or her designee. <br /> • (f) OWNER. "Owner" shall mean any person who is a lessee lien holder, or the holder <br /> of legal title to any taxicab, as herein defined. <br /> (g) PUBLIC CONVENIENCE AND NECESSITY. "Public convenience and necessity" <br /> shall mean a genuine need for additional public passenger vehicles for hire. as determined by <br /> the City Manager or his or her designee, in order to promptly, adequately and efficiently <br /> serve the needs and convenience of the general public. <br /> (h) TAXI OR TAXICAB. "Taxi" or "taxicab" shall mean an automobile or motor - <br /> propelled vehicle with maximum seating capacity of not more than eight persons. and used <br /> for the transportation of passengers who direct the route to be traveled over the streets. and <br /> not over a defined route or upon a fixed schedule, for compensation in accordance with the <br /> distance traveled and/or the time elapsed and number of passengers carried as determined by <br /> a taximeter as herein defined. or by a flat rate schedule, irrespective of whether the <br /> operations extend beyond the boundary lines of the City of San Leandro. <br /> (i) TAXI METER. "Taxi meter" shall mean an instrument or device attached to the <br /> taxicab by means of which instrument the authorized charge is mechanically, electronically, <br /> or otherwise calculated either on a basis of distance traveled or waiting time, or a <br /> combination thereof, which charge shall be indicated -upon the taximeter by visible figures in <br /> United States dollars and cents. <br /> (j) TAXI SERVICE. "Taxi service" shall mean any service involving a taxicab as <br /> defined above. Such service does not include limousines, shuttle services or rental vehicles. <br /> 1 <br />
