This ordinance is further necessary to protect the public peace, health <br /> and safety because this ordinance implements the provisions of a labor contract negotiated in <br /> good faith and entered into between the City and its employees' bargaining unit. Said labor <br /> contract requires that the agreement between the California Public Employees' Retirement <br /> System and the City be effective May 16, 2000.
