Tnis ordinance is further necessary to protect the public peace, health and safety <br /> because this ordinance implements the provisions of a labor contract negotiated in good faith <br /> and entered into between the City and its employees' bargaining unit. Said labor contract <br /> requires that the agreement between the California Public Employees' Retirement System and • <br /> the City be effective June 6, 2000.
