• : <br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 2000-014 ( 2888 ) <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> APPROVING AMENDMENT NO. 1 TO THE REDEVELOPMENT PLAN <br /> FOR THE WEST SAN LEANDRO/MACARTHUR BOULEVARD REDEVELOPMENT PROJECT AREA <br /> TO DECLINE TAX INCREMENT FUNDS GENERATED FROM CERTAIN PARCELS <br /> RECITALS <br /> WHEREAS, in 1999, the Redevelopment Agency of the City of San Leandro (the °Agency°) <br /> recommended the approval of and the City Council of the City of San Leandro (the °City Council') adopted <br /> a Redevelopment Plan for the West San Leandro/MacArthur Boulevard Redevelopment Project Area (the <br /> "Project Area"); and <br /> WHEREAS, to lessen the burden on taxing agencies affected by the Redevelopment Plan, the <br /> Agency agreed not to accept tax increment funds generated from the certain properties in the Project Area <br /> identified in Attachment A to this Ordinance; <br /> WHEREAS, in accordance with Health and Safety Code Section 33451, the City Council and the <br /> Agency held a joint public hearing (the Hearing) on June 19, 2000 concerning the proposed amendment; <br /> and <br /> WHEREAS, notice of the Hearing was mailed and published pursuant to the California Community <br /> Redevelopment Law; and <br /> WHEREAS, pursuant to Health and Safety Code Section 33352, the City Council has reviewed <br /> and considered the economic feasibility of the newly amended Redevelopment Plan and determined that <br /> the amendment benefits the taxing agencies affected by the Redevelopment Plan and does not <br /> detrimentally affect the Agencys ability to carry out the goals and objectives of the Redevelopment Plan; <br /> and <br /> WHEREAS, pursuant to Public Resources Code Section 21090, no environmental review of the <br /> Plan Amendment is required under the California Environmental Quality Act because this Plan Amendment <br /> is in furtherance of the Redevelopment Plan for which an environmental impact report was certified in 1999 <br /> and none of the events specified in Public Resources Code Section 21166 will occur as a result of this <br /> Plan Amendment. <br /> 1 <br />
