Building Conservation shall be kept for public inspection in the
office of the San Leandro City Clerk. A reasonable supply of the
Uniform Code for Building Conservation shall be available in the
office of the San Leandro City Clerk for public purchase.
Section 7 -5 -805: PURPOSE. The purpose of this Article is to
promote public safety and welfare by establishing minimum
standards for structural seismic resistance in unreinforced
masonry wall buildings in order to reduce the risk of death or
injury that may result from the effects of earthquakes on such
buildings.
Compliance with these standards will not necessarily prevent loss
of life or injury or prevent earthquake damage to rehabilitated
buildings.
This Article provides systematic procedures and standards for
identification and classification for unreinforced masonry wall
buildings based on their present use; and, where appropriate, the
strengthening or demolition of the building.
Section 7 -5 -810: SCOPE.
(a) General. The provisions of this Article shall apply to
all buildings constructed with unreinforced masonry
walls as defined herein, with the exception of:
1. Detached one or two family dwellings and detached
apartment houses containing less than 5 dwelling
units and used solely for residential purposes.
2. Federal or State government owned buildings.
3. Warehouses or similar structures used solely for
storage.
4. Any building designated as an historical building
by action of the City Council, pursuant to Title
IV, Chapter 26 of this Code, or by official action
of the federal or state government; provided,
however, such building shall be subject to the
requirements of the State Historical Building Code
(S.H.B.C.) established under Part 8, Title 24 of
the California Code or Regulations; and provided
further, that any such building so designated as
an historical building subsequent to January 1,
1991; shall be subject to inspection by the
Building Official for the purpose of determining
whether the building is seismically safe to
occupants and the public.
2
